The process has food stamp applicants drop off their paperwork at a family support office and wait for a telephone call from a caseworker. But advocates say missed calls and other issues are leading to a denial of benefits when a 30-day deadline hits.

THANKSGIVING COOKING SAFETY TIPS

With Thanksgiving coming up tomorrow, it is a good time to remember food safety.

According to the Center for Disease Control, before cooking your turkey, set the oven temperature no lower than 325°F and be sure the turkey is completely thawed.

Check the internal temperature at the center of the stuffing and meaty portion of the breast, thigh, and wing joint using a food thermometer. The food thermometer must reach a safe minimum internal temperature of 165°F.

For optimal safety and uniform doneness, you should cook the stuffing outside the turkey in a casserole dish. However, if you do plan on placing the stuffing inside the turkey, do so just before cooking.

Before eating, make sure your food stays hot. The USDA says keeping food warm is not enough as harmful bacteria multiplies fastest between 40 and 140 °F.

You should set the oven temperature high enough to keep the turkey at 140 °F or above. Stuffing and side dishes must also stay hot. Covering with foil will help keep your food moist.

MISSOURI SUPREME COURT MAKES RULING ON RETROACTIVE PUNISHMENT LAW

The Missouri Supreme Court has ruled that the state's constitutional ban on retrospective application of new laws does not apply to criminal statutes.

Tuesday's decision came in the case of a southwest Missouri man charged with possessing a firearm illegally as a convicted felon. The man had been convicted of a drug crime in 2002, when Missouri outlawed gun possession by people convicted of "dangerous" felonies.

A trial court dismissed the weapons charge, finding that the conviction occurred before legislators expanded the gun ban in 2008 to cover people convicted of any kind of felony.

The Supreme Court reinstated the charge Tuesday, making clear that the prohibition on retrospective laws applies only to civil rights and remedies. The issue has arisen previously in cases before the court, including several involving sex offenders.

GROUP CHALLENGING POTENTIAL TAX FOR TRANSPORTATION PROJECTS

The Missouri Association for Social Welfare is challenging the language of a potential ballot measure on a sales tax increase for transportation projects.

Objections include the summary's description of the tax increase as "1 percent," instead of one percentage point, and a statement that toll roads would be prohibited. Opponents say the initiative requires voter approval to add tolls on roads or bridges that exist before 2014, which could allow tolls on structures that are built later.

POOR WEATHER CITED AS REASON FOR LOW DEER NUMBERS ON OPENING WEEKEND OF FALL DEER HUNT

Missouri wildlife officials say the fall deer hunt could still turn out to be normal despite a slower than usual start due to poor weather conditions.

The Department of Conservation says hunters killed 61,446 deer on the opening weekend of the November firearms season.

That was down 12 percent from last year's opening weekend, which with a total of 69,614 deer was the lowest opening-weekend number in more than 20 years.

Hunters came out in force later last year to still rack up the state's third-largest deer kill. This year's figures also could rebound.

The department says that because the firearms deer season is longer than it was 20 years ago, more hunters now wait until after the opening weekend.

ARKANSAS DUCK SEASON KICKS OFF THIS WEEKEND

Arkansas duck hunters will see dry conditions if they head out for the first day of the season Saturday.

While precipitation has been up for the year, most of the state's public duck hunting areas are dry. Biologists say cold fronts over the past few weeks likely pushed ducks into Arkansas from more northern latitudes, and a cold front predicted to pass through on Friday could provide another push of ducks in time for opening weekend.

For the continent as a whole, duck populations remain high. The commission says last summer's count was the second-highest estimate, behind only that of 2012. Mallards totaled more than 10 million.

Democrats said they didn't want to consider any of the recommendations unless the committee was also willing to look at expanded eligibility for low-income adults.

Committee Chairman Gary Romine, a Republican from Farmington, said he wants to first improve the current Medicaid program before considering whether to enlarge it.

A new audit says Missouri schools and local governments could have saved $43 million over four years if they had issued bonds differently.

Missouri Auditor Tom Schweich said Tuesday that the savings could come through competition.

His audit found that most schools and local entities use negotiated bond sales in which an underwriter selected in advance often also serves as a financial adviser. Schweich says bonds that are competitively bid among underwriters often result in lower interest rates for schools and local governments.

The audit recommends Missouri change its law to require competitive bonds for entities with good credit ratings.

Previous audits have drawn similar conclusions.

But some school officials question the projected savings. They say negotiated sales allow schools to form trusted relationships with underwriters.

PLAN CALLS FOR NEW MISSOURI RIVERWAYS RESTRICTIONS

Motorboats, horseback riding and river access would be restricted in some areas of the Ozark National Scenic Riverways under a draft management plan released Friday.

The riverways are under the direction of the National Park Service, which oversees sections of the Jacks Fork and Current rivers, along with stretches of nearby creeks and streams within the park. The public has 60 days to comment on the plan that will direct management of the national park area, the first in the country specifically designated to protect a wild river system, for about the next two decades.

The draft includes three different alternatives, with varying levels of restrictions, along with a no-action proposal. The park service is backing the middle-of-the-road alternative, which includes adding a small learning center near the town of Eminence and more trails.

The draft's release comes two years after the group American Rivers designated the Current River as one of the nation's 10 most endangered rivers, citing overuse and poor management. And the group Environment Missouri has collected nearly 15,000 signatures for an online petition that urges the park service to protect the riverways.

MISSOURI MINIMUM WAGE TO RISE TO $7.50 AN HOUR

Missouri's minimum wage will rise by 15 cents an hour in January.

The Missouri labor department has set next year's minimum wage at $7.50 an hour. That's a cost-of-living increase over the current $7.35 an hour.

A 2006 ballot measure approved by Missouri voters required the state's minimum wage to be adjusted annually based on changes in the Consumer Price Index.

The group Missouri Jobs with Justice, which supported the ballot initiative, says the latest increase is good for the economy but still not enough for some families.

The Missouri Chamber of Commerce and Industry says the wage increase could make it harder for some business to employ people.

The increase will make Missouri's minimum wage 25 cents higher than the federal minimum wage.

MISSOURI BALLOT COULD HAVE 2 TAX QUESTIONS

Missouri voters could face a couple of taxing decisions next year.

The November 2014 ballot could feature a proposed 1-cent sales tax increase for transportation. It also could feature a proposed income tax cut.

Supporters of the transportation tax already have submitted their initiative to the secretary of state's office and are raising money to start gathering petition signatures.

Supporters of the income tax cut also are considering going to the ballot after lawmakers were unable to override a veto of a tax-cut bill by Governor Jay Nixon.

If both measures make it to the ballot, they could command most of the attention in next year's election. That's because, for the first time since 1990, Missouri's general election ballot will have no candidates for president, senator or governor.

MO LAWMAKERS TO REVIEW CATFISH REGULATIONS

Changes aimed at boosting numbers of large blue catfish in Missouri's lakes will be considered by a state Legislature committee.

People would be allowed to keep two fish longer than 34 inches and would be required to return immediately all fish between 26 inches and 34 inches.

A state House appropriations committee focused on agriculture and natural resources has scheduled a hearing for Tuesday.

The proposal is scheduled to take effect this upcoming March. Conservation officials say it's aimed at improving the fishery and boosting the number of large blue catfish.

The future of red-light cameras in Missouri communities could be in jeopardy after a state appeals court panel ruled that most municipal ordinances governing the cameras are not enforceable.

A Missouri Court of Appeals Eastern District panel said Tuesday that Ellisville's red-light ordinance conflicts with state statutes governing moving violations and assessing points against drivers.

Although the town's ordinance considers red-light violations caught by the cameras as non-moving, the judges said running a red light is clearly a moving violation under state law.

An attorney for four couples who challenged Ellisville's ordinance says the ruling has broad implications statewide. A lawyer representing the company that operates the red-light cameras disagrees with the court's decision and predicts the matter will ultimately be decided by the Missouri Supreme Court. POTENTIAL MEDICAID CHANGES OUTLINED DURING MISSOURI HOUSE PANEL

The chairman of a special Missouri House panel is outlining potential Medicaid changes that could expand coverage to lower-income adults while reducing it for children.

Jefferson City Republican Representative Jay Barnes offered a detailed financial estimate Wednesday showing the potential changes could save about $42 million in revenues by the time the changes are fully implemented in 2021.

That figure assumes Missouri would spend more money to add adults living in poverty to its Medicaid rolls and subsidize private insurance policies through a federal online marketplace for adults earning slightly more than the poverty level.

It assumes savings to the state by eliminating Medicaid coverage for some children and blind adults. Barnes says they could get policies through the federally run health insurance exchange.
