MICHIGAN MAN SELECTED AS NEW POPLAR BLUFF CITY MANAGER

The city manager position in Poplar Bluff has been filled.

Poplar Bluff Mayor Angela Pearson confirms that Heath Kaplan has accepted the vacant Poplar Bluff City Manager position.

Kaplan has previously served in government positions in Michigan and Texas. Kaplan’s contract could be signed at an upcoming council meeting on August 4^th.

SUSPECT IN ILLINOIS MURDER ARRESTED IN NORTHEAST ARKANSAS

A suspect in an Illinois murder has been arrested in Northeast Arkansas.

According to authorities, 30 year old Micah Hopkins was taken into custody in Blytheville on Wednesday. Hopkins was wanted in connection to the shooting of a man last month. Two other people were also taken into custody.

ARKANSAS MAN ARRESTED ON BATTERY CHARGE IN CONNECTION TO INCIDENT INVOLVING A CHILD

An Arkansas man is facing a battery charge in connection to injuries suffered by his five year old son.

According to the Baxter County Sheriff’s Department, 37 year old David Sutterfield, of rural Mountain Home, was allegedly observed shoving the child and striking him in the face.

The boy had bruising on his face and neck. Sutterfield denied causing injury to the child, but the Sheriff’s Department says he gave several different versions of what had caused the injuries.

Sutterfield has been charged with second degree battery.

MAN FACING CHARGES AFTER REPORT OF SHOTS FIRED IN MINER

A Miner man is facing charges in connection to shots being fired.

According to KFVS, 40 year old Robert Kolwyck was arrested after a shotgun was fired into the air and at a vehicle. Kolwyck reportedly told authorities that the shot fired into the air was an attempt to break up a fight involving his son.

Kolwyck is facing charges of armed criminal action, unlawful use of a weapon, first degree property damage, and third degree assault.

NEW MADRID WOMAN SENTENCED ON FRAUD CHARGES

The former CEO of a southeast Missouri health care health care network has been sentenced to nearly three years in prison for submitting falsified applications for federal grants, and other crimes.

The sentence for 56 year old Cheryl Ann White, of New Madrid, was handed down Wednesday in U.S. District Court in St. Louis. She pleaded guilty in April to federal fraud charges.

White was chief executive officer of the nonprofit Southeast Missouri Health Network from 2004 to 2013. She falsified five annual reports and as many as 40 federal grant applications to the U.S. Department of Health and Human Services.

She also used health center money to pay for a roof on a building she owned, and took kickbacks from a contractor who was awarded a construction contract.

FIRE REPORTED AT TRAIN NEAR POPLAR BLUFF

A fire was occurred on a train near Poplar Bluff Wednesday.

The fire was put out on by firefighters on a train three miles east of Poplar Bluff. KFVS is reporting that the fire was caused by an electrical cable.  The train sustained some damage.

ASU ANNOUNCES CLOSURE OF COMMUNITY OUTREACH CENTER

Arkansas State University is closing its decades-old Continuing Education and Community Outreach Center.

The Jonesboro Sun reports that Vice Chancellor and Provost Lynita Cooksey announced the closure on Tuesday.

She says the university is attempting to streamline operations and reduce duplicated work. She says other departments will absorb the functions of the center and no services will be cut.

It's unclear if the closure will result in layoffs. Cooksey says the nine staff members were offered or reassigned to vacant positions at the university.

The center had operated for more than 36 years under different names. It offered online noncredit programs, community education, summer camps and youth programs.

RAILROAD SAFETY ENFORCEMENT EVENT TO BE HELD TODAY

The Missouri State Highway Patrol is teaming with law enforcement in Sikeston and Scott County for a railroad crossing safety enforcement event today.

The Officer on a Train event will be held from 7:30 to 10:30 am in the Sikeston area. The Highway Patrol says the event is to raise the awareness level for railroad crossing safety and trespass prevention.

MAN ARRESTED FOR ATTEMPTING TO LURE CHILDREN INTO HIS VEHICLE

An 18 year old man is facing charges after he allegedly attempted to lure children into his vehicle in the Jonesboro area.

According to KAIT, Landon Shawn Morris is facing charges of attempted rape, attempted kidnapping, and criminal impersonation.

Morris had allegedly separately approached a 15 year old boy and an 11 year old boy and tried to get them to get into his vehicle.

Morris was arrested by Jonesboro police and reportedly told investigators that he had posed as an officer when approaching the boys.

JONESBORO MAN FACING CHARGE FOR STEALING FROM AREA BUSINESS

A Jonesboro man is accused of stealing from the place he worked.

According to KAIT, Dominque Smith was allegedly caught on camera taking around $1,500 from registers at a Jonesboro business.

He reportedly admitted to stealing the money to a Jonesboro officer and is facing a charge of felony theft.

INFORMATION MEETING SCHEDULED FOR THREE RIVERS NEW YORK THEATRE TRIP

Three Rivers College’s Theater Department will hold an informational session for community members interested in joining a New York Theater Trip at 5:30 pm on Thursday, August 21^st in the Tinnin Fine Arts Center Auditorium.

The four-night trip in June of 2015 will include three theater shows and other activities. The price of the trip includes round-trip airfare, accommodations, and two meals, along with the shows, tours, and attractions.

TWIN RIVERS SCHOOL DISTRICT HOLDING STUDENT REGISTRATION THIS WEEK

The Twin Rivers R-10 School district is holding registration for new students this week.

Parents will be able to register new students through Friday from 8:30 am to 1:30 pm each day.

Parents will need to bring their student’s immunization record, 3 proofs of residency in the Twin Rivers School District, birth certificate, and proof of guardianship, if applicable.

CHECKPOINT TO BE HELD NEXT MONTH IN HOWELL COUNTY

Troopers with the Missouri State Highway Patrol, along with local law enforcement, will be participating in a sobriety checkpoint next month.

According to Captain Mark G. Inman the checkpoint will be held sometime during the month of August in Howell County.

The enforcement operation will be conducted at a location which has been found to experience a higher than normal number of alcohol-related contacts, hazardous driving contacts, and traffic crashes.

AMEREN MISSOURI LOOKING TO RAISE FEES FOR CUSTOMERS

Ameren Missouri is seeking approval to add about $1.50 to customers' monthly electric bills.

The Missouri Public Service Commission says Ameren wants to adjust the monthly fee that compensates the utility for changes in fuel costs at its power plants among other things.

The PSC says the proposal would increase the fee on an average residential customer's electric bill to $5.17 from the current $3.63 a month. It would take effect in October.

The proposed fee increase comes as Ameren Missouri already is seeking approval in a separate case to raise its electricity rates. The PSC also is hearing testimony in a case filed by Noranda Aluminum and other consumers alleging that Ameren's rates should be reduced because it's earning more than allowed.

GOVERNOR NIXON IS URGING SCHOOL OFFICIALS TO LOBBY LEGISLATORS AGAINST OVERRIDE OF TAX BREAK VETOS

Governor Jay Nixon is urging Missouri school administrators to lobby legislators to uphold his vetoes of various tax breaks.

Nixon spoke Tuesday at a conference of school administrators hosted in Columbia by the state Department of Elementary and Secondary Education.

He called the 2014 legislative session "the worst six months for public education in recent memory."

The Democratic governor criticized numerous funding and policy decisions by the Republican-led Legislature, especially the passage of several bills granting tax breaks to certain industries such as computer data centers, restaurants and electric companies. Nixon vetoed the bills in June.

The Legislature is to meet September 10^th to consider overriding those vetoes.

Nixon contends the tax breaks could harm funding for education and local services. Republican legislative leaders have questioned Nixon's projected revenue losses.

LOTTERY TICKET COULD GO TO BENEFIT VETERANS

Proceeds from sales of Missouri Lottery tickets have gone exclusively toward education since 1992. A ballot measure next month would allow veterans to share in some of the take.

The proposal on the August 5^th ballot calls for establishment of a veterans lottery scratch-off ticket. Net proceeds would go toward improving veterans homes and cemeteries in Missouri.

Three states that neighbor Missouri - Kansas, Iowa and Illinois - are already allocating some of their lottery revenue for veterans. Texas and West Virginia are as well.

Representative Sheila Solon, a Blue Springs Republican, sponsored the measure. She says it could help fund a new veterans home. Opponents say lottery revenue is unpredictable and funding for veterans should come from general revenues.

NORDYNE REPORTEDLY SHUTTING DOWN LINES AT POPLAR BLUFF PLANT

Nordyne is reportedly in the process of shutting down its Poplar Bluff plant.

According to a report from KFVS, employees are losing their jobs as the company closes one line at a time. Last year, Nordyne announced that the plant would be closing, with the jobs moving to a plant in Mexico.

The closure will impact around 500 workers in Poplar Bluff.

CHILD REMOVED FROM RESIDENCE FOLLOWING DOMESTIC INCIDENT

A child has been removed from a residence in Caruthersville in connection to an incident Friday afternoon.

According to the Caruthersville Police Department, two subjects were taken into custody after police were called to the residence by what was described as a hysterical male requesting an officer.

When officers arrived at the residence, a 32 year old female told them she had gotten into a fight with her boyfriend, who had threatened her with a knife. She also told officers that her boyfriend had taken their 10 year old son hostage with a knife in a bedroom.

Officers located the bedroom and the 34 year old male subject exited unarmed. The child was located in the bedroom unharmed.

The division of Family Services were called to the scene and deemed the residence unfit for the child to stay. The child was placed with a family member.

The male and female subjects were taken to the Pemiscot County Justice Center pending the filing of formal charges.

SIKESTON MAN CHARGED FOR ALLEGEDLY STEALING A FIREARM

A Sikeston man was taken into custody Sunday in connection to the alleged theft of a firearm.

According to Scott County Sheriff Rick Walter, 27 year old Timothy Achter has been charged with stealing a firearm and stealing less than $500.

Achter was arrested following an investigation into a report of a stolen handgun and cell phone. Sheriff Walter says that the cell phone has been recovered and investigators are following leads on the stolen firearm.

CHARLESTON MAN ARRESTED ON FELONY DRUG CHARGE

A Charleston man is facing multiple charges in connection to his arrest Sunday night.

According to the Missouri State Highway Patrol, 23 year old Jonathan McCatrey was arrested shortly after 11 pm Sunday night in Cape Girardeau County.

McCatrey is facing felony charges of possession with intent to distribute, marijuana; receiving stolen property; and unlawful use of a weapon.

SHOWS ANNOUNCED FOR NEW CENTER STAGE SEASON

The acts have been announced for the 2014-2015 Center Stage season at the Tinnin Fine Arts Center on the Three Rivers campus in Poplar Bluff.

The season will open with performances of the drama “Marvin’s Room” in late September. In early November, the company will perform Neil Simon’s comedy “The Good Doctor.”

2015 will bring performances of “Doubt: A Parable,” “Oklahoma!,” “A Raisin in the Sun,” and “Nunsense” to Poplar Bluff.

MODOT TO HOLD PUBLIC HEARING FOR IMPROVEMENTS IN CARTER COUNTY

The Missouri Department of Transportation has scheduled a public hearing for early August to discuss proposed improvements to Route M in Carter County.

The hearing will be held from 4 to 6 pm on Thursday, August 7^th at the Carter County Courthouse in Van Buren.

Visitors can stop by anytime between 4 and 6 pm to discuss the project, which includes widening curves, replacing the one-lane bridge over Pike Creek with a 2-lane structure and adding paved shoulders from Route 60 to the end of state maintenance.

TWO PROPOSED AMENDMENTS CAUSING MILLIONS OF DOLLARS TO BE SPENT BEFORE NEXT WEEKS VOTE

Two proposals on Missouri's August ballot are attracting millions of dollars of campaign spending.

Finance reports filed Monday show supporters of a transportation tax already have spent $2.5 million and have nearly $1.7 million available for their final push.

By contrast, opponents of the three-quarters-cent sales tax have spent just a little over $22,000.

A proposal creating a constitutional right to farm has spawned a somewhat closer financial battle.

Missouri Farmers Care has spent nearly $800,000 in support of the August 5 ballot proposal while Missouri's Food for America has spent more than $400,000 opposing it.

Supporters have drawn significant contributions from agricultural groups such as the state soybean, pork and corn associations.

Most of the opposition money has come from the Humane Society of the United States.

MISSOURIANS TO VOTE ON ELECTRONIC PRIVACY AMENDMENT NEXT WEEK

The Fourth Amendment to the U.S. Constitution protects people from unreasonable searches and seizures. A proposed Missouri constitutional amendment would explicitly extend those legal protections to text messages, emails and other electronic communications.

The Amendment 9 ballot measure would require police to first obtain a warrant in order to search or seize "electronic communications and data." Supporters say the legal protection is needed despite a recent federal Supreme Court ruling that upheld privacy protections against police cellphone searches.

Legislators who referred the measure to the August 5 ballot say a state constitutional provision could help guard against excessive government intrusion, such as the recent National Security Agency eavesdropping scandal. The amendment also has the support of the American Civil Liberties Union of Missouri.

VEHICLE STRIKES AND KILLS THREE YEAR OLD IN SIKESTONA young child has died after getting hit by a vehicle in Sikeston.

According to authorities, a three year old was struck by a vehicle Friday night at around 9:15 pm. The child had reportedly run in front of a vehicle while attempting to cross a road.

The child later died from injuries sustained in the accident.

According to Captain James McMillen, a witness at the scene said it appeared the driver did everything he could to avoid the child but there was simply no time to react. Sikeston DPS says that there are no indications that the driver was impaired. BERRYVILLE MAN HIT BY VEHICLE IN SHARP COUNTY A Berryville, Arkansas man was struck by a vehicle and killed Thursday night in Sharp County.

According to the Arkansas State Police, 41 year old Mickey Ray Williams was walking from a parking lot onto Highway 63 when he was hit by a vehicle, causing fatal injuries.

The incident occurred at 11:41 pm Thursday night. PARAGOULD MAN ARRESTED ON POSSESSION OF AN EXPLOSIVE DEVICE CHARGE A Paragould man has been charged with possession of an explosive device.

According to the Kennett Police Department, Daniel A. Freytag was arrested at 11:30 pm Friday night. Additional details about the arrest or the explosive device were not available. TEXAS MAN ARRESTED FOR ALLEGED POSSESSION OF METH IN SHANNON COUNTY A Texas man is facing a meth charge in connection to his arrest Saturday night.

According to the Missouri State Highway Patrol, 40 year old Shawn G. Hitchcock, of Beaumont, Texas, was arrested at 7 pm Saturday night in Shannon County.

Hitchcock is facing charges of felony possession of a controlled substance – methamphetamine and misdemeanor possession of drug paraphernalia. FOUR MINORS INJURED IN CRASH INVOLVING A VEHICLE DRIVEN BY A 14 YEAR OLD Four teenagers were injured Saturday afternoon in a wreck in Pemiscot County.

According to the Highway Patrol, a vehicle driven by a 14 year old male overturned after running off the road and hitting a ditch near Steele.

The driver and three passengers were all wearing a safety device and suffered minor injuries. They were all taken to a Hayti hospital. STAFF MEMBERS OF SENATOR BLUNT TO HOLD MOBILE OFFICE THIS WEEK IN POPLAR BLUFF A Mobile Office is scheduled to be held this week in Poplar Bluff.

U.S. Senator Roy Blunt’s staff will host a Mobile Office on Tuesday from 9 am to 10 am at the Mark Twain National Forest Service Office.

Mobile Offices are opportunities for Missourians to discuss their questions or concerns with the federal government one-on-one with members of Senator Blunt’s staff. POPLAR BLUFF TRAFFIC SIGNAL TO BE OFF FOR PART OF THIS WEEK A traffic signal in Poplar Bluff will be off for part of this week.

According to the Daily American Republic, the Oak Grove Road Signal lights will be off for three days, starting Tuesday. The lights are located in front of the Poplar Bluff Regional Medical Center.

While the lights are not operational, portable four way stop signs will be used. VISION AND DENTAL INSURANCE ESTIMATED TO COST OVER $40 MILLION DOLLARS ACCORDING TO ARKANSAS STUDY A report says that adding dental and vision coverage to Arkansas' compromise Medicaid expansion would cost nearly $43 million, but officials say they're not looking at adding on to the program.

A report commissioned by the state Insurance Department projected that adding the coverage to the state's "private option" would cost about $20 a month per person in the program. More than 176,000 people are enrolled in the private option, which is using federal funds to purchase private insurance for the poor.

The program was approved last year as an alternative to expanding Medicaid under the federal health law. One of the insurance companies participating in the program had been offering the dental and vision coverage, but that coverage will end in 2015.

ONE DEAD FOLLOWING CARUTHERSVILLE HOUSE FIREOne person has died following a fire Wednesday at a home in Pemiscot County.

According to authorities, Caruthersville mayor Rick Davis died in the fire Wednesday night at his home.

The cause of the fire is under investigation, but authorities believe it to be accidental. UNION PACIFIC TRAIN DERAILS IN STODDARD COUNTY Multiple freight cars on a Union Pacific train derailed early Thursday morning.

14 cars derailed shortly after 3 am Thursday morning in Stoddard County near County Road 717.

According to the Dexter Daily Statesman, there were no injuries due to the derailment and no hazardous material was spilled. MAN PLEADS GUILTY TO FRAUD CHARGES A St. Louis area man has pleaded guilty to fraud charges in connection to property in Southeast Missouri.

According to the United States Attorney’s Office, Ronald Roberts, of Town and Country, pled guilty to three felony counts of wire fraud and one felony count of mail fraud.

Roberts had allegedly solicited personal loans for a fictitious real estate transaction involving property in or around Poplar Bluff, which Roberts claimed he owned and planned to sell to Wal-Mart. Roberts had actually owned less than 10 acres of property in Neelyville.

Wal-Mart had not made any offer to purchase that property, according to the Attorney’s Office. His sentencing was set for October 16th. SCOTT CITY MAN TASED AFTER ATTEMPTING TO FLEE FROM AUTHORITIES A Scott City man is facing multiple charges following an alleged domestic assault incident.

According to Scott County Sheriff Rick Walter, 25 year old Marcus Allen Bowers was arrested Wednesday on charges of domestic assault, resisting or interfering with arrest, and unlawful use of drug paraphernalia.

A deputy had responded to a reported domestic assault at around 6:30 Wednesday night when he found the victim with a bloodshot and swollen left eye. The deputy also observed that both of Bowers’ hands were bloody, with lacerations on the knuckles.

During the investigation, Bowers allegedly attempted to flee by walking away. The deputy attempted to stop Bowers who resisted, which resulted in Bowers being tased. Bowers was arrested, and a search of his person resulted in the discovery of two pipes with residue that tested positive for marijuana. MAN TELLS POLICE THAT VEHICLE HIT HIM IN LOCAL BUSINESS PARKING LOT A man has reportedly told Poplar Bluff Police that a vehicle hit him in an area parking lot.

According to KFVS, the man said the vehicle hit at around 2:45 am Thursday in the Wal-Mart parking lot and then attempted to hit him again.

Police are investigating the incident. BRIDGE PAVEMENT REPAIRS TO BEGIN TODAY IN SCOTT COUNTY Crews with the Missouri Department of Transportation will be in Scott County beginning today for bridge pavement repairs.

The repairs are scheduled to be done daily from 6 am to 3:30 pm through Friday, August 1st.

During the repairs, North and Southbound I-55 in Scott County will be reduced to one lane, with a 12 foot width restriction at the bridges located over the US 62 and I-57 Interchanges. ARKANSAS ATTORNEY GENERAL WARNING OF CARD SCAM Arkansas Attorney General Dustin McDaniel says criminals are increasingly turning to items such as Green Dot MoneyPak cards as a means to steal.

Criminals trick consumers into believing that sweepstakes winnings await, that they can avoid jail time or they can pay their overdue utility bills with payments from these types of cards. Once criminals have the number from the back of the card, it's almost impossible for a consumer to ever recover money.

McDaniel issued a consumer alert this week to warn Arkansans about potential scams and to offer tips on how to avoid fraud when using MoneyPak or similar products.

MISSOURI LOTTERY RESPONDS TO REVIEW ORDER The Missouri Lottery says a decline in the money it provided to education is due partly to the types of Lottery games people chose to play.

The amount of proceeds transferred to education declined by $21.5 million during the state's recently concluded budget year, despite record high sales by the Lottery.

Lottery spokesman Gary Gonder says the sales figures are driven partly by scratch-off games, which typically pay more in prizes and thus less to education. He says sales of the more profitable Powerball game actually were down from the 2013 budget year, which contributed to the decline in education funding.

Governor Jay Nixon has ordered a review of the Lottery's operations to determine whether it can provide a stable funding source to education.

WEDNESDAY STORM KNOCKS DOWN MULTIPLE TREES ACROSS SOUTHEAST MISSOURI Wednesday’s storms brought heavy winds that knocked down trees and tree limbs across Southeast Missouri.

According to the National Weather Service, trees and power lines were brought down in Poplar Bluff. Two of the trees landed on cars and a few roofs were also damaged.

Trees and power lines were also reported down in multiple cities including Dexter, Puxico, and Advance. MAN ARRESTED IN CONNECTION TO ALLEGED ASSAULT A Chaffee man is facing assault charges in connection to an incident Tuesday night.

According to authorities, a man and a woman were allegedly victims of an assault.

29 year old Joshua Musgrove was later arrested on Wednesday on charges of assault, domestic assault, and unlawful use of a weapon. MAN ALLEGEDLY FIRES AT WOMAN IN NORTHEAST ARKANSAS A man is in custody after allegedly firing at a woman and then getting into a chase with authorities.

According to KAIT, a woman told a Craighead County Sheriff’s Deputy that she had been in an argument with 43 year old Michael Eugene Finley when he allegedly put a gun to her head and pulled the trigger, however the gun did not fire.

The woman also told police that Finley had chased her around a house and fired the weapon. Bullet holes were reportedly found in the home.

Finley was later arrested by Butler County Deputies after getting into a short chase with authorities. He is facing a charge of aggravated assault. NORTHEAST ARKANSAS MAN CHARGED WITH SEXUAL ASSAULT A man is in custody in Northeast Arkansas in connection to an alleged sexual assault of a child.

According to KAIT, 41 year old Steven Wayne Thorpe was arrested last week on a charge of sexual assault. A young victim reportedly told authorities that Thorpe had removed her clothing and touched her multiple times.

During an examination of a cell phone that a witness had identified as Thorpe’s, officials reportedly found a large number of child pornography images. MISSOURI LOTTERY TO BE REVIEWED AFTER LESS MONEY WAS TRANSFERRED TO EDUCATION LAST YEAR Governor Jay Nixon has ordered a review of the Missouri Lottery after a decline in the proceeds transferred to education.

The Missouri Lottery had record sales of nearly $1.16 billion during the 2014 budget year that ended June 30.

But the amount of money transferred to education declined to $267 million from a high mark of nearly $289 million during the 2013 budget.

Nixon said Wednesday that he has asked the Office of Administration to conduct a comprehensive review of the Lottery's ability to provide a stable funding source for public schools.

Most Lottery revenues are paid out in prizes.

About 23 percent of the proceeds were transferred to education during the last budget year. That percentage had been consistently above 25 percent during the past decade. ARKANSAS ATTORNEY GENERAL FILES BRIEF IN SUPPORT OF 12 WEEK ABORTION BAN Arkansas Attorney General Dustin McDaniel is continuing to defend the state's 12-week abortion ban to a federal appeals court, arguing the state has a legitimate interest in barring the procedure at that point in a woman's pregnancy.

McDaniel on Wednesday filed a reply brief with the 8th U.S. Circuit Court of Appeals, which is weighing whether to uphold a federal judge's decision that the 12-week ban is unconstitutional. U.S. District Judge Susan Webber Wright struck down the ban in March.

McDaniel argued in the brief that the ban is constitutional under existing court precedent.

The Republican-led Legislature approved the ban last year, overriding a veto by Democratic Governor Mike Beebe.

PREPAY NOW REQUIRED AT POPLAR BLUFF GAS STATIONS

The Poplar Bluff City Council approved an ordinance Monday night that requires prepayment or preapproval before buying gasoline or diesel.

According to the Daily American Republic, the ordinance was passed by a unanimous 7 to 0 vote.

If a business owner does not comply with the ordinance, they could face up to a $500 fine and/or a 90 day jail sentence. They could also risk a non-renewal of their business license.

MURDER SUSPECT COULD BE IN NORTHEAST ARKANSAS

A suspect in an Illinois murder could possibly be in Blytheville.

According to authorities, 30 year old Micah Hopkins is wanted in connection to the shooting of a man last month. Hopkins has family in Northeast Arkansas and they reportedly told authorities that Hopkins had been in Blytheville, but he might have left.

ORAN AREA MAN FACING SEX CHARGES

An Oran area man is facing charges in connection to alleged crimes against a child.

According to Scott County Sheriff Rick Walter, 37 year old Jesse John Branson has been charged with sexual misconduct involving a child and first degree statutory sodomy.

An investigation was started after a complaint was made on Monday that a young child had been sexually assaulted. Walter says that evidence believed to support the criminal case was seized from Branson’s home.

MAN PLEADS GUILTY TO MORLEY BANK ROBBERY

A Missouri man has pleaded guilty in federal court to a May bank robbery.

The Southeast Missourian reports 31 year old Alexander Trotter, of St. Louis, pleaded guilty in Cape Girardeau on Monday to a federal bank robbery charge. He was arrested with two others in connection with the May 20^th robbery of the First Commercial Bank in Morley.

Trotter faces up to 20 year in prison and a $250,000 fine. Sentencing is at the discretion of a U.S. district judge.

The alleged robbers were arrested after being compared to bank surveillance video.

39 DOGS RESCUED IN CARTER COUNTY

39 Chihuahuas and other small mixed breed dogs were rescued from an owner in Carter County earlier this week.

According to the Humane Society of Missouri, an animal cruelty investigator visited the property and found the dogs’ owner putting all of the dogs into one crate and stating she intended to load them in a truck and dump them at the side of the highway.

The owner voluntarily surrendered the animals to the Humane Society. The incident is under investigation by the Humane Society and the Carter County Sheriff’s Office.

BABYSITTING BASICS COURSE TO BE OFFERED AT RIPLEY COUNTY HEALTH DEPARTMENT

Area students will be able to learn some of the basics of babysitting later this month.

The Babysitting Basics Short Course will be held from 9 am to noon and 1 pm to 4 pm on Thursday, July 31^st at the Ripley County Health Department in Doniphan. The course is being offered for $6 and students should bring a sack lunch.

CITY OF JACKSON TO GET ADDITIONAL GRANT MONEY FOR TORNADO SAFE ROOM

Officials with the City of Jackson have been notified that FEMA has approved Phase II funding for the Tornado Safe Room portion of the new Jackson Community Center project.

The total amount of the grant award has been increased from $2.4 million to over $3.3 million dollars.

The city remains optimistic that it can issue bids for construction in August and award a contract by late September. A tentative date for a groundbreaking ceremony could take place at the end of October.

BRIDGE MAINTENANCE ONGOING IN STODDARD COUNTY

Highway 51 in Stoddard County will be reduced to one lane through next week as Missouri Department of Transportation crews perform bridge maintenance.

The work zone is located between Greason Street and the Stoddard County line.

Weather permitting, work will performed through Thursday, July 31^st from 7 am to 3:30 pm daily.

SIX THOUSAND COULD BE ELIGIBLE FOR DEGREES IN ARKANSAS AND NOT KNOW IT

Arkansas higher education leaders are searching for about 6,000 people in the state who have earned or almost earned their associate degree and don't know it.

The Arkansas Association of Two-Year Colleges has launched a statewide campaign to locate nearly 6,000 people who have completed at least 75 percent of associate degree requirements.

The Degree Matters campaign will try to locate people through direct mail, public service announcements and the degreematters.org website.

The group can review transcripts and likely award degrees to many who don't know they qualify. Those who have completed the required coursework will be awarded an associate degree, and those almost qualifying will be given information on the steps needed to complete the degree.

Arkansans can also search for their name on the Degree Matters website.

TWO KILLED IN HEAD ON COLLISION

Two people have died following a head on collision Monday morning in Poinsett County.

According to the Arkansas State Police, the wreck occurred when a vehicle driven by Rickey Wheeler, of Trumann, ran off the side of Highway 63, crossed the median and hit another vehicle head on.

The driver of the second vehicle, Mary Torres, of Brookland, was pronounced dead at the scene. Wheeler was later pronounced dead at an area hospital.

MAN FOUND DEAD IN ARKANSAS

An investigation is ongoing into the death of a rural Mountain Home, Arkansas man.

According to the Baxter County Sheriff’s Office, 52 year old Raymond Lee Barnes was found dead on the ground outside his home Sunday evening.

Barnes body was sent to the Arkansas State Medical Examiner’s Office for an autopsy.

MAN SENTENCED TO LIFE IN PRISON IN CONNECTION TO 2012 MURDER

A Cape Girardeau man has been sentenced on a murder charge for the 2012 death of Darcus Purl.

Steven Williams was sentenced Monday to life in prison on a charge of second degree murder.

Williams allegedly shot Purl during an altercation over a woman.

POPLAR BLUFF MAN SERIOUSLY INJURED IN WRECK INVOLVING DUMP TRUCK

A Poplar Bluff man suffered serious injuries in a wreck Monday evening.

According to the Missouri State Highway Patrol, 77 year old Bruce McIver was driving a dump truck on US 67, when another vehicle reportedly pulled into his path at an intersection.

McIver was seriously injured and taken by ambulance to Poplar Bluff Regional Medical Center. No injuries were reported for the driver of the second vehicle.

MAN ARRESTED ON STATUTORY RAPE WARRANT

Kennett authorities have arrested an area man on a sex related charge.

According to the Kennett Police Department, Damon J. Lemons, of Kennett, was arrested Sunday morning, shortly before 4 am.

Lemons was arrested on an outstanding felony Dunklin County warrant for statutory rape.

BUTLER COUNTY ROAD TO BE CLOSED TODAY FOR PIPE REPLACEMENT

Crews with the Missouri Department of Transportation will be in Butler County both today and tomorrow to prepare Route HH for a pipe replacement.

During the preparations, Route HH will be closed between County Roads 334 and 202. Work is scheduled to be performed on both days from 7 am to 5 pm.

MEDICAL MARIJUANA LEGISLATION HITS SNAG IN ARKANSAS

Arkansas Attorney General Dustin McDaniel has rejected the wording of a proposal to legalize medical marijuana by a group that is trying to put the measure before voters in 2016.

McDaniel's office on Monday rejected the wording of the proposal by Arkansans for Compassionate Care, which had tried unsuccessfully to get medical marijuana legalization on this year's ballot.

The group had been unable to gather the 62,507 signatures from registered voters needed by the July 7^th deadline to submit petitions to qualify for the November ballot.

The group is now trying to put the legalization measure on the 2016 ballot. McDaniel cited ambiguities in the text of the latest measure in rejecting its wording.

The proposal would allow patients with qualifying conditions to buy marijuana from nonprofit dispensaries.

GROUP SEEKS TO STOP EXPANSION OF ALCOHOL SALES IN ARKANSAS

A group opposed to a proposal expanding alcohol sales in Arkansas is asking the secretary of state to not certify the measure for the November ballot, claiming it missed a deadline to submit petitions.

An attorney for a group called Let Local Communities Decide For Themselves asked Secretary of State Mark Martin's office to not accept any more petitions for the proposal, which would legalize alcohol sales in all 75 Arkansas counties. Thirty-seven counties currently prohibit alcohol sales.

The group claims the petitions should have been submitted by July 4^th, which would have been four months before the November election. The state deadline was July 7^th.

The group favoring expanded sales is gathering additional signatures after Martin's office said it had fallen short of the 78,133 needed to qualify.

POPLAR BLUFF MAN SENTENCED TO 160 MONTHS ON FIREARM CHARGE

A Poplar Bluff man has been sentenced on a felony firearm charge.

According to the United States Attorney’s Office, 31 year old Artari J. Amos was sentenced to 160 months on one felony count of being a previously convicted felon in possession of a firearm.

In November of 2012, officers found a pistol after responding to a report of shots being fired near a residence on Poplar Street. DNA found on the pistol was consistent with Amos’s DNA. Amos had been previously convicted of three prior felonies and is therefore prohibited from possessing a firearm.

SIKESTON MAN HELD AT GUNPOINT AFTER ALLEGEDLY BURGLARIZING HOME

A Sikeston man was taken into custody early Friday morning after allegedly being caught burglarizing a home.

According to Scott County Sheriff Rick Walter, 20 year old Kaiden Lambert is charged with first degree burglary, first degree tampering with a motor vehicle, stealing, unlawful use of drug paraphernalia, and possession of marijuana.

Lambert was allegedly caught in a home by the homeowner at around 5:30 Friday morning. The homeowner and another person reportedly handcuffed Lambert and held him at gunpoint until police could arrive.

Merchandise stolen in the burglary was reportedly found in Lambert’s vehicle.

TWO ARRESTED IN WAYNE COUNTY ON DRUG CHARGE

Two people were taken into custody Friday morning in Wayne County on separate drug charges.

According to the Missouri State Highway Patrol, 48 year old Deanna Adams, of Poplar Bluff, and 31 year old Monica Harris, of Greenville, were arrested shortly after 11 am Friday morning.

Adams was arrested on a charge of possession of a controlled substance, methamphetamine; while Harris is facing a charge of possession of a controlled substance, oxycontin.

CHAFFEE AREA MAN ARRESTED ON DRUG RELATED CHARGES

A Chaffee area man is facing drug related charges following his arrest last week.

According to Scott County Sheriff Rick Walter, deputies started an investigation after a home custodian told authorities that Joshua Baker had been an overnight guest at the residence and she believed that Baker had been using drugs.

Baker provided a statement to authorities that pills and paraphernalia items found during a search of the home and his person belonged to him.

31 year old Joshua Franklin Baker is charged with two felony counts of possession of a controlled substance. Baker is also facing a misdemeanor charge unlawful use of drug paraphernalia.

MOBILE OFFICE SCHEDULED FOR NEXT WEEK IN EAST PRAIRIE

Constituents will have a chance to meet with staff members of United States Senator Roy Blunt next week during a Mobile Office in East Prairie.

DUNKLIN COUNTY ROAD PROJECT TO BEGIN TODAY

Crews with the Missouri Department of Transportation will begin a road project today in Dunklin County.

Highway 25 will be reduced to one lane between the Kennett City Limits and White Oak this week for pavement repairs. Weather permitting, work is set to take place today through Wednesday from 6:30 am to 4:30 pm daily.

APPEAL DISMISSED ON MISSOURI GUN AMENDMENT

The Missouri Supreme Court has dismissed an appeal by opponents of a proposed constitutional amendment that would enhance the right to keep and bear arms in the state.

The justices on Friday unanimously ruled they are bound by a state law forbidding courts from adding issues to a ballot within six weeks of an election.

Secretary of State Jason Kander officially certified Proposed Constitutional Amendment 5 for the ballot on June 13^th. That same day opponents filed a lawsuit challenging the fairness of the summary statement.

Cole County Circuit Judge Jon Beetem dismissed the lawsuit as moot on July 1^st because less than six weeks remained before the August 5^th election.

The state Supreme Court upheld that ruling, noting that ballots for absentee and military voters already have been distributed.

ARKANSAS UNEMPLOYMENT RATE HITS LOWEST RATE IN OVER FIVE YEARS

State officials say Arkansas' unemployment rate has dropped to its lowest rate in more than five years.

The Arkansas Department of Workforce Services says the state's unemployment rate dropped two-tenths of a percentage point in June to 6.2 percent. According to the department, the jobless rate is the lowest Arkansas has seen since November 2008.

The agency says four industry sectors posted job losses in June, with the biggest drop coming in state and local government. Officials say that decrease is attributed to the summer breaks at public schools and universities.

Employment in manufacturing rose by 1,900 jobs, primarily in durable goods as manufacturing plants added employees.

MAN LAST SEEN IN DECEMBER REPORTED MISSING

Family members have reported a Northeast Arkansas man missing, over seven months after he reportedly disappeared.

According to KAIT, authorities with the Craighead County Sheriff’s Office were told earlier this week that family members have not seen or heard from 34 year old Christopher Wayne Cory since early December. Cory lived outside of Brookland.

ONE INJURED AFTER GYROCOPTER CRASHES IN CAPE GIRARDEAU COUNTY

The pilot of a gyrocopter that crashed in southeast Missouri walked away from the incident and was taken to an area hospital for treatment.

Cape Girardeau County sheriff's spokeswoman Ruth Ann Dickerson says the gyrocopter went down on County Road 203, shortly before 4 pm Thursday, after hitting a direct line leading into a barn or house.

She says the pilot got out of the gyrocopter on his own power.

ESCAPED INMATE CAPTURED

An escaped inmate from the Stone County, Arkansas jail has been captured.

According to the Stone County Sheriff’s Office, 37 year old Shane Mitchell escaped Wednesday afternoon. Police initially believed that was headed toward Jonesboro.

Mitchell was later arrested in Independence County.

PUBLIC HEARING SCHEDULED TO DISCUSS UPCOMING IMPROVEMENTS IN CARTER COUNTY

A public hearing has been scheduled for early August to discuss an upcoming road project in Carter County.

The Missouri Department of Transportation will hold the hearing on Thursday, August 7^th, at the Carter County Courthouse in Van Buren. Visitors will be able to stop by between 4 and 6 pm to discuss improvements to Route M.

The proposed project includes widening curves, replacing the one-lane bridge over Pike Creek with a 2-lane structure and adding paved shoulders from Route 60 to the end of state maintenance.

MOTION FILED ATTEMPTING TO STRIKE DOWN ARKANSAS CONSTITUTIONAL AMENDMENT BARRING GAY MARRIAGE

Attorneys for two same-sex couples in Arkansas are asking a federal judge to issue an order striking down the state's gay marriage ban.

Attorneys for the couples filed a motion Wednesday for summary judgment, asking U.S. District Judge Kristine Baker to issue an order striking down the state constitutional amendment barring same-sex marriage and any related laws as unconstitutional.

The couples filed the lawsuit last year against the state over the ban.

A Pulaski County judge earlier this year struck down the state's gay marriage ban, and 541 couples received marriage licenses before the state Supreme Court stayed his ruling. Justices are considering the appeal in that case.

VETERANS ELIGIBLE FOR INTERNSHIPS AT MARK TWAIN NATIONAL FORREST

Military veterans are being given the opportunity to participate in eight one-time, eleven-month natural resources management career development internships at Mark Twain National Forest.

FATAL SHOOTING INVOLVING BUTLER COUNTY DEPUTY RULED TO BE SELF-DEFENSE

A seven person southeast Missouri jury has cleared a Butler County sheriff's deputy of any criminal negligence in the fatal shooting of a 59 year old man in late May.

KFVS reports that the jury decided unanimously Wednesday that the deputy acted in self-defense when he shot and killed Frank Smody after responding to a burglary call after midnight on May 24^th.

The deputy's name has not been publicly released. The officer was placed on paid administrative leave pending the outcome of the public inquest into the shooting.

The deputy testified that he heard a gunshot and then saw a muzzle flash before firing his weapon. The officer said he twice identified himself before firing.

ESCAPED INMATE POSSIBLY IN ROUTE TO JONESBORO

The Stone County Arkansas Sheriff’s Office says that an inmate has escaped from the jail.

Shane Lee Mitchell reportedly escaped at 4:15 pm Wednesday. He was being held for a probation/parole violation.

The report says that Mitchell was last seen heading towards the east end of Stone County and could be on the way to Jonesboro.

WOMAN ARRESTED AFTER PUTTING INFANT CHILD IN JEOPARDY

A Sikeston woman is facing charges after getting into a physical altercation with a family member.

According to Scott County Sheriff Rick Walter, an investigation into a reported assault on Tuesday determined that 22 year old Kasey L. Schrunk had allegedly placed her infant child in jeopardy of serious bodily harm during a physical altercation with a family member.

Schrunk was arrested and is charged with second degree domestic assault and second degree endangering the welfare of a child.

TWO ARRESTED IN STODDARD COUNTY ON WARRANTS FOR STEALING A MOTOR VEHICLE

Authorities in Stoddard County have arrested two people on stealing warrants.

According to the Stoddard County Sheriff’s Department, 40 year old Michael Scott Davis of Bloomfield and 27 year old April Lynn Riddell, of Dexter, are each in custody on a warrant for stealing a motor vehicle.

Their bonds were each set at $30,000 cash.

SHOTS REPORTEDLY FIRED EARLY WEDNESDAY IN SIKESTON

Gunshots were reportedly fired Wednesday morning in Sikeston.

According to authorities, the incident occurred Wednesday morning at around 12:45. No one was injured however a house was hit.

Police are investigating the incident.

MULTIPLE TEENAGERS INJURED IN BONFIRE EXPLOSION

Multiple teenagers in Greene County, Arkansas, were injured Wednesday after a can of bug spray exploded in a bonfire.

According to KAIT, four teenagers were transported to burn centers with severe burns.

The incident occurred early Wednesday morning. Greene County Sheriff Dan Langston says alcohol may have been involved.

MISSOURI UNEMPLOYMENT RATE DROPS IN JUNE

A new report says Missouri's unemployment rate fell slightly in June to 6.5 percent from 6.6 percent the month before.

Tuesday's report from the Department of Economic Development says the arts, entertainment and recreation industries added 1,800 jobs. The professional, scientific and technical services industries also gained 1,100 jobs during the month.

The department says, however, that the state's nonfarm payroll employment decreased by 1,800 jobs in June.

Revised data for May also showed an employment increase of 8,200 jobs, up from the 3,700 new jobs originally reported.

EXPANSION OF A PLUS PROGRAM PLANED BY MISSOURI EDUCATION OFFICIALS

Missouri education officials plan to expand a scholarship program to some high school students who came to the US illegally before their 16th birthday.

The Missouri Department of Higher Education says those students will be eligible to participate in the A+ program, which gives qualifying students to receive two free years of tuition at a Missouri community college.

The Columbia Daily Tribune reports the program will be opened to students who have applied with the U.S. Department of Homeland Security for "Deferred Action for Childhood Arrivals" status.

That status allows eligibility for work authorization but also makes the population eligible for education benefits because the students would be deemed "lawfully present" in this country.

Bill Thornton, education department attorney, says no timeline has been established for expanding the program.

POPLAR BLUFF MAN DIES FROM INJURIES IN MOTORCYCLE CRASH

A Poplar Bluff man has died from injuries he received in a motorcycle wreck on Sunday.

According to the Missouri State Highway Patrol, 57 year old Robert J. Cooper was riding a motorcycle on PP Highway when he ran off the road and hit a road sign. The wreck occurred Sunday afternoon, five miles west of Poplar Bluff.

Cooper died Tuesday morning at Barnes Jewish Hospital.

WAPPAPELLO MAN STRUCK AND KILLED ON INTERSTATE 55

A pedestrian was struck and killed Tuesday morning in Pemiscot County.

According to the Highway Patrol, 43 year old Charles E. Maronay, of Wappapello, was struck by a vehicle on Interstate 55, shortly before 1 am Tuesday morning.

Maronay was pronounced dead at the scene. The driver of the vehicle suffered minor injuries.

MAN SENTENCED IN STODDARD COUNTY TO TWO LIFE SENTENCES

An area man has received two life sentences in prison.

According to Stoddard County Prosecuting Attorney Russell Oliver, Steven C. Rendleman was accused of kidnapping a victim from a bar in Advance and then forcibly raping her in March of 2012. He then allegedly got into a pursuit with police and assaulted a deputy with his truck.

Judge Gael Wood sentenced Rendleman to two life sentences without the possibility of parole, plus 163 years for the crimes of kidnapping, forcible rape, forcible sodomy, assault of a law enforcement officer, and armed criminal action.

GIDEON MAN ARRESTED ON DRUG CHARGE

A Gideon man has been charged after being arrested during a routine traffic stop.

According to the Clarkton Police Department, during the stop on July 12^th, officers found a substance consistent to methamphetamine in the possession of William Alexander.

Alexander was arrested and later charged with possession of a controlled substance.

DRUG TASK FORCE MAKES SIX ARRESTS IN NORTHEAST ARKANSAS

Multiple people were recently arrested as a part of a round up by law enforcement in Northeast Arkansas.

According to authorities, six people were taken into custody in Lawrence County by the Third Judicial Drug Task Force. The six people are all facing drug related charges.

During the round up, authorities confiscated multiple items including methamphetamine, marijuana, and drug paraphernalia.

NINE TEACHERS FROM NORTH CAROLINA WERE IN POPLAR BLUFF TO HELP WITH DIGITAL TRANSFORMATION

Nine teachers from North Carolina were in Poplar Bluff last week to help with the Poplar Bluff Junior and Senior High School’s digital transformation.

The professional development was first offered to Junior High teachers last summer in preparation for the deployment of 800 MacBook Airs to students. The Senior High was included this summer during a return visit as teachers prepare for the issuance of 1,400 laptops to high school students next month.

The teachers were from the Mooresville Graded School District.

PORTION OF RIPLEY COUNTY ROAD TO BE CLOSED THIS MORNING

A section of Route H in Ripley County will be closed this morning so crews can replace a pipe under the roadway.

According to the Missouri Department of Transportation, Route H is set to be closed one mile west of the Route W/142 intersection from 8 am to 11 am.

TWO BILLS BECOME LAWS DUE TO GOVERNOR INACTION

Two bills that Governor Jay Nixon declined to sign but also chose not to veto have now become laws.

Nixon vetoed a record 33 bills this year, the most in a 12-month span since he took office in 2009.

But even though he rejected a similar measure last year, Nixon on Monday declined to veto a Senate bill making it more difficult for people fired for misconduct to collect unemployment benefits.

Nixon also opted to not take a stance on a second Senate bill allowing casinos to provide interest-free lines of credits of $10,000 or more to high rollers who don't want to carry large amounts of cash when they gamble.

The governor offered no explanation for his decisions on the final day to approve or veto bills.

MAN TO BE SENTENCED TODAY IN STODDARD COUNTY ON KIDNAPPING AND RAPE CHARGES

A man is set to be sentenced today in Stoddard County on multiple charges including forcible rape.

According to Stoddard County Prosecuting Attorney Russell Oliver, Steven Rendleman was found guilty in May of kidnapping, forcible rape and forcible sodomy.

Rendleman was charged with kidnapping the victim from a bar in Advance and then forcibly raping her. His sentencing hearing is set for 1:30 pm this afternoon at the Stoddard County Justice Center in Bloomfield.

Oliver says that Rendleman faces the possibility of a life sentence without the possibility of parole, due to him having two prior convictions for rape.

MAN ARRESTED AFTER CRASHING VEHICLE INTO RESIDENCE

A Charleston man is facing charges following a wreck Sunday night.

According to the Missouri State Highway Patrol, 35 year old Jeremy J. Butler turned his vehicle onto a private lane near Matthews and struck a residence. Butler suffered minor injuries in the wreck.

Later that night, Butler was arrested on charges of driving while intoxicated, drugs and careless and imprudent driving.

TENNESSEE MAN ARRESTED ON DRUG CHARGES IN SCOTT COUNTY

A Tennessee man is facing multiple drug charges after his arrest last week in Scott County.

According to Scott County Sheriff Rick Walter, 19 year old John D. Foster of Union City, Tennessee has been charged with possession of a controlled substance, possession of marijuana and unlawful use of drug paraphernalia.

Walter says a deputy conducted a traffic stop Thursday, shortly after 10 pm.  Based on his observations of the vehicle’s occupants, he requested assistance from the Sikeston canine unit, who gave a positive indication for narcotics in the vehicle.

A search of the vehicle revealed several illegal drugs and paraphernalia items, leading to Foster’s arrest.

ALABAMA MAN ARRESTED AFTER ATTEMPTING TO HIT SHERIFF’S DEPUTY

An Alabama man is in custody in Scott County after allegedly attempting to assault a law enforcement officer.

According to Scott County Sheriff Rick Walter, 29 year old Channon L. Lowery of Millbrook, Alabama, is facing felony charges of assault of a law enforcement officer and resisting arrest.

Lowery was reportedly creating a disturbance early Monday morning in the parking lot of an area business. Lowery allegedly attempted to hit a deputy with his fist and then tried to flee. He was subdued with a taser and arrested.

SECTION OF HIGHWAY 49 TO BE CLOSED OVER THE NEXT TWO DAYS IN WAYNE COUNTY

A section of Highway 49 will be closed over the next two days for bridge repairs.

The work zone is located between County Roads 349A and 347 in Wayne County. The section of Highway 49 will be closed today and tomorrow from 7 am to 5 pm each day.

PIPE REPLACEMENT TO CAUSE ROAD CLOSURE IN NEW MADRID COUNTY

Route M in New Madrid County will be closed today as Missouri Department of Transportation crews replace a pipe under the roadway.

The work zone is located between County Road 412 and County Road 425.

Weather permitting, work will be performed from 8 am to 4:30 pm.

BRIDGE MAINTENANCE TO BEGIN TODAY IN CARTER COUNTY

Crews with the Missouri Department of Transportation will be in Carter County today for routine bridge maintenance on Highway 60.

During the maintenance both East and Westbound Highway 60 will be reduced to one lane at a bridge over Current River in Carter County. Weather permitting, work is set to take place today and tomorrow from 7 am to 5 pm each day.

CANNABIS EXTRACT TO BE MADE AVAILABLE FOR SOME EPILEPSY PATIENTS IN MISSOURI

Missourians with epilepsy that cannot be effectively treated by conventional means will now be able to use a cannabis extract under legislation signed into law Monday by Governor Jay Nixon.

The legislation was sponsored by St. Louis County Republican Eric Schmitt, a state senator whose 9 year old son has the central nervous system disorder.

Patients wanting to use marijuana oil containing the chemical cannabidiol will be required to register with the state health department and also have a neurologist vouch that the patient's epilepsy hasn't responded to at least three other treatments.

The extract known as CBD contains little of the related marijuana compounds favored by recreational users.

In a separate action, Nixon also signed legislation allowing terminally ill patients to use investigational drugs not yet approved by the federal government.

GOVERNOR NIXON SIGNS EDUCATION BILL

A lawmaker-led effort challenging national education standards that evolved into a softer approach to revise Missouri's student achievement goals has won the backing of Gov. Jay Nixon.

The Democratic governor on Monday signed legislation that tasks groups of parents and educators with writing new standards to replace Common Core. For now, the contentious federal effort remains in place.

The Republican-led Legislature has fought the standards since state education officials adopted the benchmarks in 2010. Politicians in Indiana, Oklahoma and South Carolina have scrapped the Common Core amid similar concerns about overreaching federal programs.

Advisory groups will develop new school standards in Missouri for English, math, science and history to be put in place by 2016. The State Board of Education will hold several public hearings on the proposed changes.

ELECTRONIC CIGARETTE BILL VETOED BY GOVERNOR NIXON

Missouri Governor Jay Nixon has vetoed legislation barring people younger than 18 from buying electronic cigarettes while also exempting the nicotine products from other tobacco sales restrictions.

Nixon called the Senate bill a "thinly disguised and cynical attempt" to exempt e-cigarettes from the state's 17 cent-per-pack cigarette tax as well as further public health restrictions. His rejection on Monday fell on the deadline for the governor take action on bills passed by state lawmakers earlier this year.

Nixon noted that the federal Food and Drug Administration plans to regulate the $2 billion e-cigarette market by banning underage sales and adding warning labels. The veto was Nixon's 32nd this year, the most in one year since he took office in 2009.

MAN DIES IN NORTHEAST ARKANSAS GRAIN BIN INCIDENT

Authorities say a Paragould man was killed after he fell into an empty grain bin near Black Oak.

Police say 54 year old Garth Johns was working with two other men to repair storm damage to the grain bin Thursday. According to The Jonesboro Sun, Johns had been working inside the bin to loosen nuts when he fell to the bottom.

A police report says emergency responders discovered Johns unresponsive on the floor of the grain bin. The report says responders were unable to resuscitate him.

COUCH WOMAN KILLED IN TWO VEHICLE WRECK

A Couch woman is dead following a two vehicle wreck in Oregon County.

According to the Missouri State Highway Patrol, the wreck occurred Thursday morning near Alton when two vehicles struck each other head on at the crest of a hill.

The driver of one of the vehicles, 20 year old Laurel M. Brown, of Couch, was later pronounced dead at a Springfield hospital. The driver of the other vehicle was uninjured.

POPLAR BLUFF POLICE LOOKING FOR HELP IN IDENTIFYING PURSE SNATCHER

Police in Poplar Bluff are searching for a woman in connection to a purse snatching incident.

Police say that a white female with blond hair reportedly took the purse of a victim that was turned away on Friday at Aldi’s Grocery Store.

SIKESTON WOMAN CHARGED WITH MURDER IN MAN’S DEATH

A Sikeston woman has been charged with murder in the death of an area man.

According to the Sikeston Department of Public Safety, 57 year old John Sharber, of Sikeston, has died from injuries he received Thursday night during an alleged assault in a Wal-Mart parking lot on July 10^th.

27 year old Savannah R. Davis, of Sikeston, was arrested in Blytheville in connection to the case. Davis has been charged with second degree murder and armed criminal action.

MAN ARRESTED FOR SLAPPING WOMAN AND BEATING A CAR WITH A BAT

Authorities say an Oran man is facing charges after he slapped a woman Saturday.

According to Scott County Sheriff Rick Walter, an investigation discovered that an Oran man had allegedly assaulted his girlfriend by slapping her, and shoved another female. The man also reportedly threatened a male with a baseball bat, and then used the bat to damage a vehicle owned by his girlfriend.

29 year old Joshua A. Freeman, of Oran, was taken into custody on charges of first degree property damage, third degree domestic assault, and third degree assault.

WOMAN ARRESTED IN SCOTT COUNTY BITING INCIDENT

A Sikeston woman has been charged in connection to an incident where a man was bitten on his ear.

According to the Scott County Sheriff’s Office, 26 year old Jacqueline Mays is facing charges of second degree domestic assault and driving while revoked.

Mays was arrested in connection to an alleged domestic assault, where the victim told authorities that he had been struck in the head numerous times and bitten on his ear. The victim had visible injuries according to the report.

CONSTRUCTION CAUSES SWITCH OF OAK GROVE VOTING LOCATION

Construction has caused officials to move the voting location for the Oak Grove precinct.

According to the Daily American Republic, beginning with the August 5^th election, citizens in the Oak Grove precinct will be voting in the fellowship hall of Fellowship General Baptist Church.

Butler County Clerk Tonyi Deffendall made the switch due to construction at the old voting location, the 5^th and 6^th grade center.

BUTLER COUNTY ROAD TO BE CLOSED EARLY THIS WEEK

Crews with the Missouri Department of Transportation will be in Butler County early this week to replace a pipe under Highway 51.

Weather permitting, Highway 51 will be closed today and tomorrow from 8 am to 4:30 pm each day. The work zone will be located between Highway 53 and Route N.

OVER TWO WEEK LONG MAINTENANCE PROJECT BEGINNING TODAY IN RIPLEY COUNTY

Route W in Ripley County will be reduced to one lane with a 10-foot width restriction for the rest of this month as the Missouri Department of Transportation crews perform routine bridge maintenance.

The bridge over Ditch Number 3 is located between Route AA and County Road W-2.

Weather permitting, work will take place today through Thursday, July 31^st from 7 am to 4 pm daily.

OVER $2 MILLION CONTRIBUTED RECENTLY TO MISSOURI TRANSPORTATION TAX CAUSE

Businesses that stand to benefit have begun pouring millions of dollars into a Missouri campaign for a transportation sales tax.

During the past six weeks, the campaign committee for the August 5^th ballot measure has received more than $2.3 million in contributions in large chunks ranging from $7,500 to $160,000 at a time.

The money is akin to an investment for many contributors. That's because if voters approve the tax, the donors could get some of the money through contracts awarded by the Missouri Department of Transportation.

The proposal is projected by lawmakers to generate $540 million annually.

Highway contractors have contributed the most to the campaign. But significant amounts also have come from labor unions, engineering firms, equipment dealers and concrete and asphalt producers.

NEW LAW WOULD REQUIRE MENINGITIS VACCINE FOR MOST STUDENTS LIVING ON CAMPUS

Students living in campus housing at Missouri's public universities will be required to get vaccinated against bacterial meningitis beginning next year.

Legislation signed by Governor Jay Nixon requires students to be vaccinated unless they have a signed statement for a medical or religious exemption.

Meningococcal disease can cause an inflammation of the brain lining known as meningitis. It can spread among people in crowded places such as dormitories and can strike quickly with sometimes deadly results. Some symptoms can appear similar to the flu, including fever, headaches and neck stiffness.

The vaccine requirement takes effect July 1, 2015, and was included in several bills signed Thursday by Nixon.

SNAKE BITE CLAIMS LIFE OF ST. CHARLES MAN

A St. Charles man who was bitten by a copperhead in Wayne County has died.

According to authorities, Tim Levins was bitten when he reportedly picked up the snake outside of a cabin Tuesday night. Levins had been walking with his 11 year old son at the time.

A short time later, Levins went into anaphylactic shock. He was later pronounced dead at an area hospital.

HOME INVASION REPORTED IN CAPE GIRARDEAU

Two people were allegedly robbed and assaulted during a home invasion last night.

According to authorities, two suspects are being sought in connection to the home invasion at a residence on Locust Street in Cape Girardeau.

Anyone with information about the incident is being asked to contact the Cape Girardeau Police Department at 573-335-6621.

WOMAN ARRESTED FOR ENDANGERING THE WELFARE OF HER CHILDREN

A Scott County woman is in custody for allegedly endangering the welfare of her children.

According to the Scott County Sheriff’s Office, 34 year old Michelle Corbin, of Sikeston, is facing a felony charge of first degree endangering the welfare of a child.

Sheriff Rick Walter says that on Wednesday a deputy was given a video that appeared to show Corbin instructing her small children to engage in activity that would create a substantial risk to their wellbeing. Corbin was then arrested.

TWO LILBOURN RESIDENTS ARRESTED IN NEW MADRID COUNTY ON METH CHARGE

Two Lilbourn residents are facing drug related charges following their arrest Thursday morning.

According to the Missouri State Highway Patrol, 33 year old Crystal D. Branam and 23 year old Charles A. Perkins were taken into custody shortly after 6 am Thursday in New Madrid County.

They are each facing felony charges of possession of a controlled substance, methamphetamine; and unlawful use of drug paraphernalia.

NEW MADRID COUNTY JAIL TO BE SHUT DOWN

The New Madrid County Jail will be shut down.

According to KFVS, the New Madrid County commission recently met and voted to shut the jail down. A reason for the closure was not provided.

Inmates have already been moved to Scott County due to planned renovations.

CHILDREN’S THEATRE DRAMA CAMP TO BE HELD IN AUGUST

Poplar Bluff High School will be the location of the 22^nd annual children's theatre drama camp coming up in August.

The camp for students entering grades 2 through 8 will be held from August 4^th to August 8^th.

Campers will participate in activities focusing on acting, improvisation, theatre games, creative dramatics, musical theatre and reader’s theatre. They will then show off what they have learned at a performance at on Friday, August 8^th.

PAYDAY LOAN BILL VETOED BY GOVERNOR NIXON

Legislation re-writing Missouri's payday loan laws has been vetoed by Governor Jay Nixon because he says it falls short of "true reform."

Borrowers in Missouri currently can renew a payday loan up to six times and can face interest rates as high as 75 percent of the loan's original amount.

The bill vetoed Thursday would have ended loan renewals and capped fees and interest rates at 35 percent.

Supporters said the bill would provide greater protections to consumers.

But Nixon said it still would have allowed unreasonable interest rates and that people still could have been offered multiple loans by multiple lenders at the same time.

He said the bill "appears to be part of a coordinated effort by the payday loan industry to avoid more meaningful reform."

PRE SCHOOL STUDENTS COULD BE INCLUDED IN NEW SCHOOL FUNDING FORMULA

Missouri's school funding formula could be expanded to include preschool students under legislation signed by Governor Jay Nixon.

The bill signed Wednesday would take effect gradually over the next several years.

Unaccredited school districts could start counting preschool students in their attendance figures used for calculating state funding beginning with the 2015-2016 school year.

Preschool funding would kick in the next year for provisionally accredited districts.

All other districts could start getting money for preschool students only after the state has fully funded the amount called for by a formula for elementary and secondary schools. The state currently is hundreds of millions of dollars short of full funding.

The preschool funding would be limited only to a certain portion of students eligible for free or discounted lunches in each district.

SHOW ME HEALTH BABIES PROGRAM SIGNED INTO LAW

Governor Jay Nixon has signed legislation expanding health coverage to unborn children and allowing some newly trained doctors to go to work more quickly.

Bills signed Thursday would create the "Show-Me Healthy Babies Program" to provide insurance for pregnant women who earn too much to qualify for traditional Medicaid but don't have affordable private-sector insurance.

The new program is projected to cover more than 1,800 unborn children at an annual cost of $14 million.

The bill also creates a classification of "assistant physicians" who have graduated from medical school and passed licensing exams but have not completed residency training. They would be allowed to start seeing patients in areas where there are doctor shortages.

The legislation also extends an existing senior prescription drug program to August 2017.

MALDEN TEENAGER KILLED IN SINGLE VEHICLE WRECK

A single vehicle wreck Wednesday evening resulted in the death of a Southeast Missouri teenager.

According to the Highway Patrol, 16 year old Nicholas R. Holt, of Malden, was driving on Route WW near Campbell when his vehicle went off the side of the road and overturned.

Holt was not wearing a safety device and was ejected from the vehicle. He was later pronounced dead at an area hospital.

KENNETT MAN FOUND DEAD IN DUNKLIN COUNTY

A Kennett man reportedly died while swimming Wednesday afternoon in Dunklin County.

According to the Highway Patrol, 63 year old Darrell L. Batchelor was swimming in the St. Francis River when he began to struggle, went underwater and did not resurface.

He was later pronounced dead at the scene.

SIKESTON POLICE INVESTIGATE ROBBERY OF BUSINESS

The Sikeston Department of Public Safety says it is looking for a man who robbed a business in that city this week.

Authorities say they responded to a panic alarm at the Check Into Cash on South Main Street shortly before 4 pm Tuesday. When officers arrived they spoke with an employee who said a black male had entered the store and demanded cash.

It was believed that the offender was armed, so the employee gave the man an undetermined amount of cash. She was not injured during the incident.

DISTURBANCE CALL TURNS INTO DRUG ARREST IN SCOTT COUNTY

Scott County Sheriff Rick Walter reports a Benton woman is now in custody on drug charges in a case that started as a disturbance.

According to Walter, 28 year old Amber Thomure, of Benton, has been charged with felony possession of a controlled substance, possession of marijuana and unlawful use of drug paraphernalia.

Walter says a deputy responded a call about a disturbance at a home on County Road 346. While speaking with Thomure, the deputy discovered what he believed to be drugs and paraphernalia. A field test revealed the substance to be methamphetamine.

PUXICO WOMAN ARRESTED ON HEROIN AND COCAINE CHARGES

A Puxico woman was taken into custody Wednesday morning on multiple drug related charges.

According to the Missouri State Highway Patrol, 30 year old Laura L. Tanner is facing felony charges of possession of a controlled substance for heroin and cocaine.

Tanner also reportedly had a warrant out of St. Francois County.

PEMISCOT COUNTY ROAD TO BE CLOSED TODAY FOR PIPE REPLACEMENT

Route A in Pemiscot County will be closed today so Missouri Department of Transportation crews can replace a pipe under the roadway.

The work zone will be located between Route EE and County Road 228.

Weather permitting, work will take place today from 6:30 am to 4:30 pm.

MANY SOUTHEAST MISSOURI PROJECTS INCLUDED ON PRIORITY LIST FOR TRANSPORTATION TAX

The Missouri Highways and Transportation commission has approved a list of hundreds of projects that could be implemented if voters approve a three-quarter of a cent sales tax increase in August.

According to the Missouri Department of Transportation, the Southeast District would see 472 miles of roadway resurfacing, the addition of 200 miles of paved shoulders, improvements to 47 bridges, completion of the last four-lane sections of Routes 67 and 412 to the state line, and increased connectivity with the construction of new interchanges.

SCHOOL TRACKING LEGISLATION VETOED BY GOVERNOR NIXON

Governor Jay Nixon has vetoed legislation that would have prohibited Missouri's public schools from tracking students electronically.

The legislation rejected Wednesday sought to bar districts from using "radio frequency identification technology" to monitor or track the location of students.

Nixon said it would have eroded the ability of local school officials to decide what's best for their students.

Lawmakers who supported the measure said they weren't aware of any Missouri schools using the technology but that schools elsewhere already have done so.

Nixon said he doesn't want to preclude that option in Missouri. He said the tracking devices could be a public safety tool to locate students during emergency situations or natural disasters.

LEGISLATION APPROVED THAT WILL GIVE A WAY FOR PARENTS TO COMPARE CHILD CARE PROVIDERS

Parents could gain a way to compare the quality of child-care providers under legislation signed by Missouri Governor Jay Nixon.

The bill signed Wednesday requires the state to develop a "system of quality indicators" so people can know whether child-care centers are meeting certain criteria.

The website will track whether child-care providers are licensed, meet health and safety standards, use curriculum and comply with staff training requirements.

The bill also requires the state to run a hotline for parent complaints about child-care providers.

The provisions take effect in October 2015.

Nixon said they are necessary for Missouri to continue to receive more than $100 million annually in federal funding to help offset child-care costs for lower-income individuals.

ONLINE MUGSHOT WEBSITES THE FOCUS OF NEW LAW

People humiliated by online mugshots of their past arrests will soon have greater legal options in Missouri.

Governor Jay Nixon has signed legislation making it a misdemeanor to publish police booking photos on websites and then seek money to take the photos down. The new crime will be punishable by up to a year in jail and a $1,000 fine.

The legislation also says people who suffer "humiliation or embarrassment" by such websites can sue for actual and punitive damages.

The Missouri legislation also applies to any information about a person's name, address or charges that is published with the solicitation or acceptance of money to remove it.

ANOTHER CHARGED WITH MURDER IN POPLAR BLUFF MAN’S DEATH

Another person has been charged in the death of a Poplar Bluff man.

According to KFVS, 60 year old Danny Lee Naile is facing charges of first degree murder and tampering with physical evidence in a felony prosecution.

Authorities had previously arrested 33 year old Brent Christopher Naile and 44 year old Faye Ettie Myers, both of East Prairie, on charges of first degree murder and armed criminal action in connection to the death of 34 year old Derell Timothy Davis.

SUSPECT NAME RELEASED IN SIKESTON SHOOTING

A Sikeston woman has been charged for the shooting of her husband.

According to the Sikeston Department of Public Safety, a man was shot in the torso at his home on Monday. The man told authorities that his wife had shot him. The man was taken to an area hospital and is listed in serious but stable condition.

Police arrested 38 year old Yulonda L. Mitchell. She is facing charges of first degree domestic assault, armed criminal action, and unlawful possession of a firearm.

ELLINGTON MAN FACING CHILD MOLESTATION CHARGE

An Ellington man is facing multiple sexual related charges.

According to Missouri Case Net, 21 year old Jack J. McNail was arrested by the Reynolds County Sheriff’s Office on charges of first degree child molestation, first degree statutory sodomy, and first degree statutory rape.

McNail is also facing charges out of Carter County of two counts of first degree statutory sodomy and two counts of first degree statutory rape.

SHOTS FIRED IN CAPE GIRARDEAU HOME

An investigation is ongoing into an incident where shots were fired in a Cape Girardeau home.

According to authorities, a woman had just returned to her home Monday night when she heard two gunshots from inside the residence.

She alerted police who later discovered that a gun and cash had been taken from the home. Authorities do not have any suspects in connection to the case at this time.

POLICE WARN ABOUT BAD CHECKS IN POPLAR BLUFF

The Poplar Bluff Police Department and the Greater Poplar Bluff Chamber of Commerce are warning that someone is attempting to pass bad checks at local businesses.

The checks are from Community Bank and have the name Karen Nance on them.  They were stolen in a Carter County burglary.

PIPE REPLACEMENT SCHEDULED FOR TODAY IN STODDARD COUNTY

Route J in Stoddard County will be closed today as Missouri Department of Transportation crews replace the culvert pipe under the roadway.

The section of roadway to be closed is located from County Road 293 to County Road 292.

Work will take place, today from 6:30 am to 9:30 am.

East and Westbound Highway 60 in Stoddard County will be reduced to one lane with a sixteen-foot width restriction as contractor crews perform pavement repairs.

Weather permitting work will be performed through Tuesday, September 2^nd from 6 am to 6:30 pm daily.

The work zone will be located from Route AH to County Road 789.

HIGHWAY 114 TO BE REDUCED IN STODDARD COUNTY

Crews with the Missouri Department of Transportation will be reducing East and Westbound Highway 114 in Stoddard County to one lane with an eleven-foot width restriction for pavement repairs.

The work zone will be located between Route AH and CC. Weather permitting work will be performed through Tuesday, September 2^nd from 6 am to 6 pm daily.

GOVERNOR NIXON SIGNS TWO FINANCIAL BILLS

Governor Jay Nixon has signed a pair of bills intended to provide financial protections to businesses and public employees.

One of the bills signed Tuesday would block arrangements in which public employees sign over their future pension rights to get an upfront lump sum of money - sort of like a payday loan.

State Treasurer Clint Zweifel says Missouri is the first state to prohibit public pension advances. Vermont recently enacted a law regulating pension advances.

Nixon also signed a bill banning schemes in which businesses receive letters or emails claiming in bad faith that they are infringing on a patent and demanding money as compensation. Other states also have enacted laws taking aim at so-called patent trolls.

WEBSITE ESTABLISHED TO HELP OVERSEAS SERVICE MEMBERS VOTE

Missouri residents stationed elsewhere because of military service can now use a state website to get ballots for elections.

Secretary of State Jason Kander says the website allows people to create a secure account to register to vote and to request and receive absentee ballots.

He says the website is the first of its kind nationally.

The website can be used not only by military members but also by their relatives, Peace Corps workers and Missouri voters who are working for religious charities in other countries.

CHANGE IN DEER OVERSIGHT VETOED BY GOVERNOR NIXON

Governor Jay Nixon has vetoed legislation that would have shifted responsibility for regulating Missouri deer ranches to the Department of Agriculture instead of the Department of Conservation.

Nixon said he vetoed the bill Tuesday partly because he believes it would thwart the state's efforts to prevent deer disease.

The legislation would have classified captive deer as livestock, similar to cattle, hogs and sheep. That would have subjected deer ranchers to agricultural rules and made them eligible for sales tax exemptions.

The measure was backed by the deer ranching industry and others who are opposed to tougher regulations being proposed by the Conservation Department. Last month, the agency endorsed a proposed rule change that would ban the importation of deer from other states and require double fencing for new permit holders.

TWO CHARGED WITH MURDER IN POPLAR BLUFF MAN’S DEATH

Two people are facing a murder charge in connection to the death of a Poplar Bluff man in Mississippi County.

According to authorities, 34 year old Derell Timothy Davis, of Poplar Bluff, was found dead Saturday.

33 year old Brent Christopher Naile and 44 year old Faye Ettie Myers, both of East Prairie, have been arrested on charges of first degree murder and armed criminal action in connection to the death.

Naile and Myers had allegedly assaulted Davis and later dumped his body.

MAN ARRESTED IN CONNECTION TO ALLEGED BUTLER COUNTY BURGLARY

One man is in custody and authorities are searching for two others in connection to a burglary in Butler County last week.

According to the Daily American Republic, Brett Robert McKinney was arrested on suspicion of second degree burglary.

Authorities say a man and woman are also being sought in connection to the case.

AUTHORITIES INVESTIGATING SHOOTING IN SIKESTON

A woman is in custody in connection to a shooting Monday in Sikeston.

According to authorities, the victim was taken to an area hospital with a gunshot wound. The victim’s wife has been taken into custody.

The names of the people involved have not been made available.

TWO ARRESTED FOR ARMED ROBBERY IN MALDEN

Two people are in custody in connection to a reported armed robbery in Malden.

According to the Malden Police Department, on Saturday, officers received a report of an armed robbery at the Sonic Drive-in. Following an investigation, officers took two suspects into custody, Jesse T. Sandage, of Fisk, and Davine S. Donnelly, of Buffalo, Missouri.

The suspects are each facing charges of second degree robbery and kidnapping.

TASK FORCE ARRESTS SIX INCLUDING ONE FOR ROBBERY

The Southeast Missouri Violent Crime Task Force arrested six people on July 3^rd as a part of a focused effort to arrest wanted subjects.

One of the people arrested was 18 year old Elijah Burleson, of Cape Girardeau. Burleson has been charged with first degree robbery and armed criminal action.

MAN RESCUED AFTER GETTING STUCK IN GRAIN BIN

A man was rescued from a grain bin Monday in Northeast Arkansas.

According to KAIT, the man had gotten stuck in a 14 foot tall grain bin in Greene County for four hours. The man was taken to an area hospital as a precautionary measure.

ESSEX MAN ARRESTED FOR POSSESSION OF HYDROCODONE

An Essex man is facing a felony drug charge in connection to his arrest Sunday night.

According to the Highway Patrol, 38 year old Victor Rodriguez is facing a felony charge of possession of a controlled substance, hydrocodone. Rodriguez was also charged with driving while intoxicated and failure to drive on the right half of the roadway.

He was arrested shortly after 10:30 pm Sunday in Stoddard County.

ROAD CLOSURE TODAY IN NEW MADRID COUNTY

Route M in New Madrid County will be closed today so Missouri Department of Transportation crews can replace a pipe under the roadway.

The work zone will be located between Highway 162 and County Road 431.

Weather permitting, work will be performed today from 7:30 am to 4 pm.

CARBON EMISSIONS BILL SIGNED BY GOVERNOR NIXON

Governor Jay Nixon has signed legislation directing Missouri regulators to develop their own standards for carbon dioxide pollution from power plants.

The bill signing Monday comes as the federal Environmental Protection Agency has proposed rules that would require Missouri to cut carbon dioxide emissions from power plants by more than one-fifth by 2030.

Missouri's electricity production relies heavily on coal-fired power plants, which release greenhouse gases that can contribute to climate change.

The bill says state officials can develop carbon dioxide emission standards that are less stringent than federal guidelines.

Missouri legislators had passed the measure before the proposed federal regulations were released. They were concerned the U.S. guidelines could be costly to comply with for electric companies.

RESTRICTIONS ON HEALTH NAVIGATORS VETOED BY GOVERNOR NIXON

Missouri Governor Jay Nixon has vetoed legislation that would have limited who may work as a health insurance guide for a new federally run website.

The Democratic governor cited drafting errors in the bill while announcing the veto Monday.

As passed by the Republican-led Legislature, the bill would have required criminal background checks for people seeking state licenses to work as health insurance navigators. Applicants with past convictions involving fraud or dishonesty would have been barred from the jobs.

Nixon had signed a bill last year requiring state licensure for health insurance guides. But a federal judge issued a preliminary injunction in January, saying that it was pre-empted by federal law.

Missouri is one of several states that have tried to impose more stringent requirements on insurance navigators.

PROPOSAL TURNED IN FOR MINIMUM WAGE INCREASE IN ARKANSAS

A group campaigning to gradually raise Arkansas' minimum wage has turned in more than 77,000 signatures to put its proposal on the November ballot.

Give Arkansas a Raise Now submitted its petitions Monday to put its proposed initiated act on the ballot. The group said it turned in 77,288 signatures for the proposal. Initiated acts need at least 62,507 signatures from registered voters. Monday is the deadline to submit petitions for initiatives.

The proposal would raise Arkansas' minimum wage from $6.25 an hour to $8.50 an hour by 2017. Arkansas is one of only four states with a minimum wage lower than the federal rate of $7.25 per hour.

CAPE GIRARDEAU MAN DROWNS IN WAYNE COUNTY

A Cape Girardeau man has drowned in Wayne County.

According to the Highway Patrol, on Friday, 81 year old Gary K. Gilbert was wading across Castor River when he lost his balance.

Gilbert’s body was later discovered in a root wad and he was pronounced dead at the scene.

ESCAPED INMATE BACK IN CUSTODY

An escaped southeast Missouri murder suspect is in custody after slipping away from a group of jail inmates watching fireworks.

KYTV reports 35 year old Jason McClurg, of Winona, was with nine other inmates outside the Shannon County jail Friday night watching fireworks when he broke free.

McClurg was arrested Sunday evening.

Sheriff Steven Blunkall says the deputy who took the inmates outside has been fired, adding that it's the second time an inmate has escaped on the deputy's watch.

McClurg is accused of killing his wife on May 4^th by mixing prescription medications with Kool-Aid and persuading her to drink it by saying their young child made it for her.

WOMAN INJURED IN RIPLEY COUNTY SHOOTING

A Naylor man is in custody in connection to an alleged shooting over the weekend.

According to KFVS, Bob Leonard was taken into custody following an incident where his wife was shot on Saturday. Authorities say Leonard is suffering from what appears to be some form of dementia.

The woman was taken to a Memphis hospital.

Leonard allegedly told authorities that he had shot his wife during an argument.

SIKESTON MAN ARRESTED IN CONNECTION TO BURGLARY

A Sikeston man is facing charges in connection to an alleged burglary Saturday night.

According to Scott County Sheriff Rick Walter, a business north of Sikeston had its drive through window broken Saturday night. A deputy also observed pry marks on the window pain.

Later that night, an officer found two men walking south on US Highway 61 near Fairfield Street in Sikeston. One of the men had broken glass on his clothing. A further investigation into the matter revealed that both men had been at the crime scene.

Authorities took 26 year old Jimmy Garrett, of Sikeston, into custody on felony charges of second degree burglary and possession of burglary tools.

HOLCOMB WOMAN FACING METH AND MARIJUANA CHARGES

A Holcomb woman was taken into custody Thursday night on multiple drug related charges.

According to the Highway Patrol, 20 year old Jenna P. Holliman was arrested on felony charges of possession of a controlled substance, methamphetamine; and unlawful use of drug paraphernalia.

Holliman is also facing misdemeanor charges of driving while intoxicated, drugs; and possession of under 35 grams of marijuana.

MAN ARRESTED ON MULTIPLE DRUG CHARGES IN WAYNE COUNTY

A Wappapello man is facing multiple drug charges following his arrest on Thursday.

According to authorities, 43 year old Steven D. Whitaker was arrested on felony charges of possession of a controlled substance for diazepam and dilaudid.

Whitaker is also facing charges of failed to register motor vehicle and operated vehicle on a highway without a valid license.

LOUISIANA MAN ARRESTED IN NEW MADRID COUNTY FOR ALLEGED POSSESSION OF HEROIN

A Louisiana man is facing a felony drug charge after being arrested Thursday night in Southeast Missouri.

According to the Missouri State Highway Patrol, 29 year old Brian S. LeMaire, of Lafayette, Louisiana, is charged with felony possession of a controlled substance, heroin.

LeMaire was arrested at 11 pm Thursday in New Madrid County.

POPLAR BLUFF MAN INJURED IN PERSONAL WATERCRAFT COLLISION

A Poplar Bluff man suffered moderate injuries after being involved in a collision on Current River in Ripley County.

According to authorities, 37 year old Joey T. Githens, of Poplar Bluff, allegedly turned his personal watercraft into the path of another personal watercraft on Friday.

The other water craft was driven by 44 year old Jeffery Githens, of Atlanta, Georgia, who suffered minor injuries.

DRAINAGE WORK THIS WEEK IN CARTER COUNTY

Routes Y and P in Carter County will be reduced to one lane this week as Missouri Department of Transportation crews perform drainage work.

The work zone is located from US 160 to the end of state maintenance.

Weather permitting, work will be performed today through Thursday, from 7 am to 4:30 pm daily.

NEW MADRID COUNTY ROAD TO BE CLOSED TODAY

A pipe replacement will force a New Madrid County road to be closed today.

According to the Missouri Department of Transportation, Route KK in New Madrid County will be closed from 7:30 am to 4 pm between County Road 425 and County Road 428.

Crews will be replacing a pipe under the roadway.

NEW LAW WOULD ALLOW CERTAIN OFFICIALS TO ADMINISTER HEROIN OVERDOSE ANTIDOTE

Missouri Governor Jay Nixon has signed a bill that permits police, firefighters and emergency medical technicians to obtain and administer an antidote for heroin overdoses.

Nixon signed House Bill 2040 on Thursday. The legislation takes effect August 28^th.

A single dose of naloxone, when administered in time, can reverse an overdose of heroin or legally-prescribed opioid pain medication.

Until now, only paramedics with an order from their medical director were allowed to stock and administer the antidote.

Naloxone can be administered through nasal spray, auto-injector or syringe. The bill also authorizes licensed drug distributors or pharmacies to sell the drug to first responder agencies.

NORTHEAST ARKANSAS TEEN KILLED BY LIGHTNING

Lightning has claimed the life of a Northeast Arkansas teen.

Authorities say 16 year old Steven Shepherd, was killed around 8 pm Tuesday at his home in Etowah.

According to authorities, the boy’s mother was working at a church next door to their home. She told officials that she ran to her house to take cover, when she noticed her son was gone.  She found him face down behind the church.

Shepherd was pronounced dead at an area hospital.

MAN ALLEGEDLY PULLS SHOTGUN DURING ALTERCATION IN JACKSON

An altercation on Saturday has led to the arrest of a Jackson man.

According to the Jackson Police Department, 69 year old James Holloway allegedly pulled a shotgun on his neighbors.

Holloway is accused of putting a shotgun shell into the gun and pointing it at the father of a family and demanding they stop shooting off fireworks. A physical altercation followed and the gun was taken away from Mr. Holloway.

Holloway was arrested on charges of unlawful use of a weapon and third degree assault.

VIOLENT CRIMES TASK FORCE ACTIVATED

The Southeast Missouri Violent Crimes Task Force was activated on Wednesday.

According to the Cape Girardeau Police Department, the task force has seen approximately 30 police officers from various departments put on patrol, resulting in numerous arrests.

The Cape Girardeau and Bollinger County Major Case Squad was also activated on Wednesday to further investigate multiple crimes that have taken place in Cape Girardeau and Cape Girardeau County, including two homicides and other shootings.

SPRINGFIELD WOMAN ARRESTED IN WAYNE COUNTY

A Springfield, Missouri woman is facing multiple drug related charges in connection to her arrest Wednesday in Wayne County.

According to the Missouri State Highway Patrol, 21 year old Haley Bishop was arrested shortly after 11 am on charges of possession of a controlled substance, methamphetamine; possession of a controlled substance at a jail facility; and unlawful use of drug paraphernalia.

POPLAR BLUFF CHAMBER ISSUES WARNING ABOUT FRAUDULENT PHONE CALLS

The Greater Poplar Bluff Area Chamber of Commerce is warning area citizens about possible fraudulent phone calls.

The chamber issued a red alert yesterday about the phone calls which are regarding “Chamber Member Magazines” or something of that nature.

The chamber says they are not working on any local business publications other than the Newcomers Guide with the Daily American Republic.

HAZARDOUS MOVING OPERATION TO BE HELD THIS MONTH IN SOUTHEAST MISSOURI

The Missouri State Highway Patrol has announced that they will be holding a hazardous moving operation sometime during the month of July in Southeast Missouri.

A hazardous moving operation is designed to target vehicles that are being operated in a hazardous manner. The operation will be conducted throughout the Troop E area in Southeast Missouri by the Highway Patrol in cooperation with local law enforcement agencies.

FIREWORKS SAFETY TIPS

The United States Consumer Product Safety Commission has released some fireworks safety tips to help keep you and your family safe this Fourth of July.

The CPSC advises parents to never allow young children to play with or ignite fireworks and always have adult supervision when kids of any age are playing with fireworks, including sparklers.

Never try to re-light or pick up fireworks that have not ignited fully and keep a bucket of water or a garden hose handy in case of fire or other mishap. Also, never point or throw fireworks at another person.

SAFETY TIPS FOR YOUR PETS DURING THE FOURTH OF JULY HOLIDAY

While fireworks are a great treat for many during the Fourth of July, your pets might not enjoy them as much as you do.

The Humane Society of Missouri says that the loud noises can cause dogs and cats to act out of character. A startled dog or cat may hide or try to escape the noise by digging under, chewing through or climbing over fences.

The Humane Society has released some tips for keeping your pet happy during the holiday.

Give your pet a quiet, cool place to retreat inside where sounds are less intense.

Keeping them inside will also protect them from stray fireworks. Their retreat could be a basement or an interior room like a bathroom with access to clean, cool water.

REVENUE DOWN IN MISSOURI

Missouri may soon need to dip into its reserves in order to pay its bills.

Figures released Wednesday show that Missouri ended its 2014 fiscal year with a 1 percent decline in revenues compared with the previous year.

But the shortfall is larger when compared to the growth that had been projected. The roughly $8 billion in general revenues was $308 million short of what Governor Jay Nixon's administration projected and $241 million short of what the Legislature forecast.

That means the state has started its new fiscal year with less money in the bank than normal.

Nixon budget director Linda Luebbering says the state likely will have to dip into its reserves in July for cash-flow purposes.

GOVERNOR NIXON VETOS 72 HOUR REQUIRED WAIT FOR ABORTIONS

Missouri Governor Jay Nixon has vetoed legislation that would have required a 72-hour waiting period for women seeking abortions.

Nixon said he vetoed the bill Wednesday because it didn't include an exception for rape and incest victims. The Democratic governor said the bill showed "a callous disregard for women who find themselves in horrific circumstances."

The measure would've made Missouri just the third state to require a 72-hour waiting period, along with South Dakota and Utah. Utah's law includes an exception for rape and incest victims, and people under age 14.

Missouri currently requires a 24-hour wait between when a woman consults a physician and receives an abortion.

The Missouri House approved the legislation with enough votes to override a veto. The Senate was one vote short of a supermajority.
