ARKANSAS STATE UNIVERSITY DECIDES AGAINST CROSSES ON FOOTBALL HELMETS

Arkansas State University says the placement of crosses on the back of its football helmets as a memorial to two students this year was inappropriate.

In a letter to a law firm Wednesday, the school rejected a demand that it restore crosses bearing the initials of a player and equipment manager who died in the past year. It said, however, that players will be allowed to come up with their own way to remember Markel Owens and Barry Weyer.

The school said Wednesday that coaches helped develop the memorial without consulting lawyers, putting the school at odds with the U.S. Constitution and court rulings.

MISSOURI OFFICIALS SEEK TO LOWER BUSINESS FEES

Secretary of State Jason Kander says he wants to reduce fees for companies doing business in Missouri.

Kander says his goal is to do away with many of the numerous different fees charged to businesses and instead charge only a processing fee for most filings with his office. Kander said he wants to make Missouri’s fees among the lowest nationally.

Missouri’s fees currently range from $7 to register a name for a business to $155 for a company based in another state or foreign country to apply to do business in Missouri.

The Democratic secretary of state said he will be working on the business-fee legislation with Republican state Senator Wayne Wallingford, of Cape Girardeau. The proposal would be considered during the 2015 legislative session.

MISSOURI BALLOTS TO BE REPRINTED FOLLOWING COURT DECISION

Missouri election officials are scrambling to reprint ballots and reprogram computers after an appeals court ordered a change to an early-voting proposal that will appear on the November ballot.

County clerks said Wednesday that the change could cost the state thousands of additional dollars and could delay the availability of absentee ballots.

An appeals court panel ruled earlier this week that the ballot wording approved by lawmakers for the proposed constitutional amendment was misleading, because it failed to note that the six-day early voting period would occur only if the state provides funding.

The court ordered that a description of the funding contingency be added to the ballot.

Many counties already had printed their ballots, because military voting starts Friday and traditional absentee voting begins next Tuesday.

MISSOURI LAWMAKERS TO CONDUCT REVIEW OF HIGHWAY AND WATER PATROL MERGER

House Speaker Tim Jones said Tuesday a committee will study management, trooper training and whether the merger actually saved the state an expected $3 million a year.

Twenty-year-old Iowa resident Brandon Ellingson was handcuffed when he drowned May 31 in the Lake of the Ozarks. A Highway Patrol trooper had arrested Ellingson on suspicion of drunken boating and was bringing him to shore when Ellingson went over the side of the trooper's patrol boat.

Education officials are notifying Missouri community colleges that the state might reduce reimbursements for the A+ scholarship program.

The A+ program gives high school graduates who meet certain criteria reimbursements for two years of classes at a community college in the state.

Education deputy Leroy Wade said the department has told schools to prepare students for a reduction of about three or four credit hours per student. He says the warning is "very pre-emptive" and would take effect in January at the earliest.

Wade says the reductions might be necessary because the number of students using A+ money is increasing, making the program more expensive for the state.

The Columbia Daily Tribune reports the state spent $30.4 million on the program in fiscal 2014. MISSOURI OFFERS GRANTS TO HELP FIX CITIES STREETS

A Missouri appeals court panel has rewritten the ballot summary for a proposed constitutional amendment dealing with early voting.

At issue is an item on the November ballot that would authorize a no-excuses-needed early voting period for future general elections, but limit it only to business hours on weekdays.

In its ruling Monday, the appeals court panel said the summary prepared by the Legislature was misleading because it didn't mention the early period would occur only if the Legislature and governor provide funding. The appeals court ordered additional wording to be added to the ballot summary that voters will see.

The legal challenge to the measure had been brought by an attorney for the American Civil Liberties Union on behalf of a St. Louis civil rights leader.

OVER 140 MILLION DOLLARS IN EDUCATION FUNDING RELEASED IN MISSOURI

Governor Jay Nixon has released $143 million of education funding that he had frozen, because lawmakers sustained most of his vetoes of tax-break bills.

Despite their record number of overrides, lawmakers sustained most of Nixon's vetoes on a package of bills that would have granted tax breaks to various businesses such as electric companies, computer data centers and fitness clubs.

The released funding includes $100 million for K-12 schools and $43 million for colleges and universities.

Nixon said he is evaluating whether to release any of the additional $700 million of spending that he has restricted because of concerns over state finances

The new law will bar schools from using "radio frequency identification technology" to monitor or track the location of students.

Lawmakers who supported the measure said they weren't aware of any Missouri schools using the technology but that schools elsewhere already have done so.

Nixon had said local officials are in the best position to make decisions on such devices. He said they could be used as a public safety tool to locate students during emergency situations or natural disasters.

VETO OVERRIDE COULD ALLOW SOME SMALL TOWNS TO CANCEL LOCAL ELECTIONS

Small Missouri towns could soon have a way to cancel local elections that lack competition.

The state House on Thursday overrode Gov. Jay Nixon's veto of a bill that will allow cities of 1,000 or fewer residents to call off elections if the number of candidates who file matches the number of vacancies. In such cases, the candidates simply could take office.

The Senate had voted to override the veto on Wednesday.

Nixon vetoed the bill because he said it could preclude a write-in candidate from later qualifying for the ballot in more than 650 small towns.

For cities to use the election opt-out, they would first have to win approval of the policy from local voters.

LEGISLATORS PLANNING ON ATTEMPTS TO OVERRIDE ABOUT 50 LINE ITEM BUDGET VETOES

Legislative budget leaders plan to try to override about 50 line-item budget vetoes, despite new doubts from the attorney general about their authority to do so.

Senate Appropriations Chairman Kurt Schaefer and House Budget Chairman Rick Stream say they plan to hold individual votes on about 50 of the 136 vetoed budget sections during a session that starts Wednesday.

They're targeting about $40 million of general revenue spending, including for sexual assault victims, reading instruction in struggling school districts and defibrillators on state water patrol boats.

Governor Jay Nixon had vetoed the measures while citing concerns about the state's finances.

Attorney General Chris Koster's office says that a strict reading of the Missouri Constitution would not allow the Legislature to override line-item vetoes during its September session.

GUN BILL TARGETED FOR VETO OVERRIDE

Missouri Republicans are clashing again with Democratic Gov. Jay Nixon on gun legislation.

A vote scheduled for Wednesday could overturn his veto of a bill allowing specially trained teachers to carry guns in school and other residents to openly carry firearms in cities.

A veto override requires a two-thirds majority in both chambers. Republicans control enough seats to make that happen, but they were unsuccessful last year in an attempt to override a more expansive gun measure that sought to nullify some federal gun control laws.

This year's measure would allow people with concealed gun permits to openly carry firearms, even in cities that have ordinances against that.

It also would create a special training program for school personnel wanting to carry guns in their buildings.

GOVERNOR NIXON’S 2012 BUDGET CUTS COULD BE UNCONSTITUTIONAL

Missouri Auditor Tom Schweich is accusing Governor Jay Nixon of violating the state constitution by making budget cuts in 2012.

Schweich released an audit Monday asserting that Nixon should not have blocked millions of dollars of spending that year because state revenues exceeded estimates upon which the budget was based.

The Republican auditor accused the Democratic governor of "contorting and distorting" his constitutional authority to manage the budget.

A Missouri lawmaker fighting required birth control coverage in his state-sponsored insurance plan is relying on the U.S. Supreme Court's recent Hobby Lobby ruling as he contests a lower court's rejection of his legal challenge to the Affordable Care Act mandate.

The Eighth U.S. Circuit Court of Appeals in St. Louis heard oral arguments Monday morning in a lawsuit by Republican state Rep. Paul Wieland and his wife Teresa against the U.S. Department of Health and Human Services and two other federal agencies.

Wieland's lawyers urged the three-judge panel to reverse the U.S. District Court's November 2013 ruling, citing the Supreme Court's decision this summer that private companies such as Hobby Lobby with religious objections can opt out of the federal insurance plan's contraceptive requirement. The judges didn't immediately rule.

STATE LAWMAKERS COULD VOTE THIS WEEK ON OVERRIDE OF ABORTION WAITING PERIOD VETO

Missouri lawmakers are poised to vote this week to enact one of the nation's longest abortion waiting periods.

The Republican-led Legislature could get help from some Democrats as it votes on overriding Democratic Gov. Jay Nixon's veto of legislation requiring doctors to wait 72 hours after consulting with women before performing abortions.

Nixon said he vetoed the bill, in part, because it lacks an exception for cases of rape and incest.

Republican leaders say they are confident they will override the veto.

Missouri's waiting period would be the second most stringent behind South Dakota's, which can extend beyond 72 hours because it doesn't count weekends and holidays.

Utah is the only other state with a 72-hour abortion waiting period, but it allows exceptions in rape, incest and other circumstances.

SEVERAL NEW MISSOURI LAWS GO INTO EFFECT

Dozens of new Missouri laws are taking effect, including ones that could make it harder for some fired employees to collect unemployment benefits and easier for high rollers to bet big bucks at casinos.

Thursday marked the standard effective date for laws that were passed during annual legislative session.

But some of this year's most high-profile measures contained clauses delaying their effect until future years, including an income tax cut and a rewrite of the state's criminal laws.

The unemployment measure that takes effect Thursday will make it harder for people to collect unemployment benefits after being fired for alleged misconduct such as repeated absences.

A separate law lets casinos offer lines of credit of $10,000 or more to big bettors who don't want to carry around wads of cash.
