SECOND DEFENDANT PLEADS GUILTY IN CONNECTION TO FATAL HOME INVASION

A second defendant has pleaded guilty in connection to an alleged murder during a home invasion in Paragould.

According to prosecuting attorney Scott Ellington, 19 year old Lavell Branch-Griffin, of Paragould, has pled guilty to a charge of first degree murder, two counts of aggravated robbery, and two counts of aggravated residential burglary.

The charges were in connection to a set of home invasions last November, one of which resulted in the death of 92 year old Clinton Mason. The other defendant in the case, 19 year old Rashon Webb, of Jonesboro, pled guilty to the same charges last month.

Both men have been sentenced to 92 years imprisonment.

TWO ARRESTED FOR REPORTEDLY MAKING THREATS AT BANK

Two people have been arrested in Carter County reportedly for making threats at an area bank.

Authorities say the couple entered a bank in Van Buren yesterday and demanded money. The two allegedly threatened to kill everyone inside. Police arrived at the bank and were able to arrest the pair following a struggle.

The names of the two people arrested have not yet been made available.

MAN ARRESTED IN STODDARD COUNTY ON METH CHARGE

Authorities arrested a man yesterday morning in Stoddard County on drug charges.

According to the Missouri State Highway Patrol, 36 year old Todd W. Younger, of Sturdivant, was arrested shortly before noon Wednesday on a felony charge of possession of a controlled substance, methamphetamine.

WAYNE COUNTY RECEIVES GRANT TO IMPROVE VOTING FOR THOSE WITH DISABILITIES

Wayne County has been selected to receive a grant of over $3500 so the county can improve voting for Missourians with disabilities.

The funds will be used to install a handicapped accessible door at the Wayne County courthouse, which serves as a polling place. Grant money will also be used to purchase materials to enhance parking accessibility at the courthouse.

Polling Place Accessibility grants, part of the Help America Vote Act, are used to make polling places accessible to individuals with disabilities in order to protect their right to vote with privacy and independence.

NEW MADRID AUTHORITIES HOLD SEX OFFENDER COMPLIANCE CHECK

Authorities in New Madrid County conducted a compliance check of registered sex offenders yesterday.

According to New Madrid County Sheriff Terry Stevens, officers identified 21 of the approximately 80 registered sex offenders in the county as possibly being non-compliant.

Follow up investigations will be conducted and those that are confirmed as non compliant will likely face criminal charges.

MISSOURI HIGH SCHOOL STUDENTS TO PARTICIPATE IN BATTLE OF THE BELT CHALLENGE

High School students across the state will soon be participating in a challenge to increase seat belt use.

The 2013 Battle of the Belt Challenge will run from October 1st to November 8th. The program consists of two surprise seat belt checks at each high school to measure student seat belt usage before and after an educational campaign on the importance of safety belt use.

In addition, schools have the opportunity to submit a 30 second video spot aimed at encouraging their peers to buckle up. Prizes will be available to top performing schools.

PAVEMENT REPAIRS TODAY IN BUTLER COUNTY

Missouri Department of Transportation crews will be in Butler County today for pavement repairs on Highway 51.

Work is scheduled to take place today from 8:30 am to 4 pm. Highway 51 will be reduced to one lane between Highway 53 and Route B.

CREWS TO CLOSE DUNKLIN COUNTY ROAD TODAY

Highway 164 in Dunklin County will be closed today so Missouri Department of Transportation crews can replace a pipe beneath the roadway.

The work zone will be located at the intersection of Highways 164 and 108. Work is scheduled to be performed today from 7 am to 4 pm.

TAX REVENUES UP IN MISSOURI

Missouri tax revenues rose slightly last month, thanks to solid growth in income tax collections.

The state Office of Administration said Wednesday that net general revenues were up 2.2 percent in August compared to the same month last year.

That includes a 4.6 growth rate in individual income taxes and 10.2 percent growth in corporate income tax collections.

Sales tax collections were down by 1.8 percent compared to August 2012.

State budget director Linda Luebbering says Missouri borrowed $150 million from its cash-reserve fund in August to ensure it had enough money to make school payments. The reserve fund must be replenished by mid-May.

GOVERNOR NOT PLANNING ON SPECIAL SESSION FOR TAX CUT

Missouri Governor Jay Nixon has no plans to call a special legislative session to craft a new version of a bill cutting income taxes.

Nixon spokesman Scott Holste said Wednesday that trying to put together a new bill at the last moment would be an irresponsible approach to a complex issue.

Nixon vetoed a bill earlier this year that would cut income taxes. Lawmakers are to convene September 11th to consider overriding that veto.

Republican House member T.J. Berry was the sponsor of that bill. He had asked Nixon to call a special session to begin the same day as the veto session. Berry says lawmakers could correct problems Nixon noted in the legislation.

Holste says Nixon is willing to work on the issue during the 2014 session.

ST. LOUIS MAN ARRESTED BY POPLAR BLUFF AUTHORITIES ON SEX RELATED CHARGES

A St. Louis man was recently taken into custody on multiple counts of a sex crime.

According to Missouri Case Net, David R. Thron, of St. Louis, was arrested by the Poplar Bluff Police Department on five counts of sexual misconduct or attempt involving a child under 15. A warrant was served for Thron on Monday.

Thron’s initial arraignment is scheduled for Thursday.

CARTER COUNTY LIBRARY AWARDED OVER 13 THOUSAND DOLLARS

A technology grant has been awarded to a Southeast Missouri library to help replace outdated computers.

According to Secretary of State Jason Kander, the Carter County Library has received a grant for over 13 thousand dollars to purchase laptops along with a projector for a mobile training lab.

TWO ARRESTED IN NEW MADRID COUNTY ON DRUG CHARGES

Two people were arrested early Tuesday morning on drug charges.

According to the Missouri State Highway Patrol, 31 year old Christina R. Haddock of Sikeston and 32 year old Andrew L. Haddock of Morehouse were each arrested in New Madrid County at around 2:22 am Tuesday morning.

They are each facing a charge of possession of a controlled substance – methamphetamine. Andrew Haddock is also facing multiple other charges including unlawful possession of a firearm, resisting or interfering with a felony arrest, and tampering with evidence.

MAN FACING CHARGES IN CONNECTION TO BABY’S SKULL FRACTURES

One man has been charged in connection to a skull fracture suffered by a small child.

According to KAIT, 28 year old Paul Martin Suchey, of Jonesboro, was arrested Monday night on a charge of second degree domestic battery. Suchey’s four month old child was reportedly found with a depressed skull fracture at an area hospital Monday night.

Police say the baby had suffered a smashing blow to the head.

CAPE GIRARDEAU MAN ARRESTED ON TWO COUNTS OF STATUTORY SODOMY

A Cape Girardeau man is facing charges for alleged statutory sodomy.

According to Missouri Case Net, Charles Wayne Barham is facing two counts of 1st degree statutory sodomy – deviate sexual intercourse with a person less than 14 years old. Barham’s preliminary hearing was scheduled for September 24th.

POPLAR BLUFF MAN APPOINTED TO HIGHER EDUCATION BOARD

A Poplar Bluff lawyer has been appointed to a state board for higher education.

Douglas Kennedy was appointed to the Coordinating Board for Higher Education yesterday by Governor Jay Nixon. The board is responsible for coordinating over 200 institutions across the state.

Kennedy’s term will run through June 27th, 2015.

MORE PEOPLE INTERVIEWED IN CONNECTION TO HIV CASE

Allegations that a southeast Missouri man recklessly infected a former partner with HIV have prompted others to reach out to police with their own concerns.

Police last week arrested 36-year-old David Mangum of Dexter after his former partner tested positive for HIV, the virus that causes AIDS. Mangum is charged with felony recklessly infecting another with HIV.

The Dexter Daily Statesman reports that since the story was in the media, Dexter detective Cory Mills has interviewed six other people who have raised concerns, and he plans to speak to even more people. He declined to say how many have tested positive for HIV.

Police say Mangum told them he has been HIV-positive since 2003 and has had up to 300 partners since then.

HELICOPTER TROUBLE CAUSES DELAYS NEAR ELLSINORE

A medical helicopter that was sent following a wreck near Ellsinore ended up causing delays itself.

According to a report from KFVS, the helicopter was forced to land after inhaling something into its engine while taking off. The chopper was eventually towed off the roadway.

According to the Highway Patrol, two people were injured in the original wreck, one seriously.

MIDWEST ECONOMIC SURVEY SUGGESTS GROWTH FOR THE REST OF THE YEAR

An economic index compiled from a survey of business leaders in nine Midwest and Plains states rose slightly last month, the first increase since March.

The Mid-America Business Conditions Index hit 53.8 in August, compared with 53.5 in July.

Creighton University economist Ernie Goss oversees the survey, and he says the results point to growth for the final quarter of this year but at about half the rate of the first quarter.

The survey results are compiled into a collection of indexes ranging from zero to 100. Survey organizers say any score above 50 suggests growth, while a score below that suggests decline.

The survey covers nine states including Missouri and Arkansas.

Highway 60 in Stoddard County will be reduced to one lane today as Missouri Department of Transportation crews perform pavement repairs.

Highway 60 will be reduced starting at Highway 114 and continuing one mile to the west.

Work will take place today from 6:30 am to 4 pm.

MONTH LONG PAVEMENT REPAIR PROJECT TO BEGIN TODAY IN SCOTT COUNTY

Crews will be starting a month long pavement repair project today in Scott County.

According to the Missouri Department of Transportation, Southbound Interstate 55 will be reduced to one lane with a 12 foot width restriction from 5 am to 11 pm daily through Saturday, October 5th.

The work zone will be located between Highway 77 and the I-57 interchange.

BODY OF JONESBORO WOMAN RECOVERED IN BAXTER COUNTY LAKE

Authorities in Baxter County, Arkansas have recovered the body of a Jonesboro woman from Lake Norfolk.

According to the Baxter County Sheriff’s Department, the body of 45 year old Penny Jane Hellums was found early Sunday morning in approximately 30 feet of water.

A man told authorities that Hellums had jumped out of a Pontoon while it was still moving and when she got distressed the man jumped in after her but was unable to save her.

An investigation into the incident is ongoing.

SHOTS FIRED INTO HOME IN CAPE GIRARDEAU COUNTY

An investigation is ongoing in Cape Girardeau County after shots were reportedly fired into a home near Millersville.

The residence had children playing inside at the time of the incident. According to the Cape Girardeau County Sheriff’s Department, one person was taken into custody for unlawful use of a weapon; however the incident does not appear to have been an intentional act.

MAN FACING CHARGES FOR ALLEGEDLY BRINGING DRUGS TO COURT APPEARANCE

A judge has set bond at $1,500 for a man accused of bringing methamphetamine and digital scales to a Jonesboro court appearance.

District Judge Curt Huckaby ruled on Thursday that there was enough evidence to bring 21-year-old Aaron Clark to trial on felony possession of a controlled substance and possession of drug paraphernalia charges.

The Jonesboro Sun reports that Clark had a Wednesday court appearance on an unrelated charge. When he was taken into custody, he was ordered to put his belongings into a plastic bag for safe keeping.

Officials say that Clark included the alleged methamphetamine and digital scales among his effects.

Clark claims the drugs weren't his.

MAN ARRESTED FOR ALLEGEDLY ATTEMPTING TO FLEE AND THEN BITING OFFICER

A Cape Girardeau man is facing assault charges for allegedly biting a police officer during his arrest.

33 year old Joshua Dannenmueller has been charged with assault of a law enforcement officer, careless and imprudent driving, and failure to obey a traffic control device.

According to Scott County Sheriff Rick Walter, Dannenmueller refused to stop when authorities tried to pull him over.

The pursuit went through Scott City to Cape Girardeau where Dannenmueller was eventually stopped. During his arrest, Dannenmueller allegedly bit a deputy.

QULIN MAN FACING METH CHARGES OUT OF SCOTT COUNTY

A Qulin man was arrested on Friday in Scott County on multiple drug charges.

40 year old Tammy R. Tanner has been charged with 3 counts of possession of a controlled substance for methamphetamine, Hydrocodone and Xanax, according to the Highway Patrol.

Tanner is also facing an additional charge of unlawful use of drug paraphernalia.

TWO ARRESTED ON METH CHARES IN NEW MADRID COUNTY

Two men were taken into custody Sunday evening in New Madrid County on methamphetamine charges.

According to the Highway Patrol, 35 year old Gary J. Bratton, of Williamsville, and 37 year old Robert A. Marler, of Matthews, are each facing felony charges of possession of a controlled substance methamphetamine and unlawful use of drug paraphernalia.

The two men were arrested Sunday evening just before 7 pm.

ASSAULT CALL LEADS TO DRUG ARREST IN SCOTT COUNTY

Authorities reportedly found narcotics while responding to an assault call on Sunday.

According to the Scott County Sheriff’s Office, 54 year old Robert Kallbreier, of Sikeston, was arrested on charges of possession of a controlled substance with the intent to distribute, second degree domestic assault, and misdemeanor possession of drug paraphernalia.

Authorities reportedly found an unspecified amount of narcotics, drug paraphernalia, money, and a handgun during a search of a residence on Sunday.

TWO ARNOLD RESIDENTS ARRESTED IN WAYNE COUNTY ON METH CHARGES

Two Arnold residents spent part of their Labor Day weekend in custody following their arrest on methamphetamine charges.

According to the Missouri State Highway Patrol, 52 year old Gene Killian was arrested in Wayne County at around noon on Saturday. A little over an hour later, 30 year old Erica A. Killian was arrested as well.

They are each facing felony charges of possession of a controlled substance with intent to distribute, methamphetamine; attempt to manufacture methamphetamine; possession of methamphetamine precursor drugs; possession of a controlled substance hydrocodone and unlawful use of drug paraphernalia.

TECHNOLOGY GRANT AWARDED TO AREA LIBRARY

A technology grant for over $8000 has been awarded to an area library.

Secretary of State Jason Kander says the grant will go to the Doniphan-Ripley County Library to replace six computers.

Three of the computers will have widescreen monitors to assist patrons with visual impairments and the library district will also purchase five large print keyboards to be used with the new computers.

HIGHWAY 67 TO BE REDUCED TODAY IN BUTLER COUNTY

A Butler County highway will be reduced to one lane today for pavement repairs.

Southbound Highway 67 will be reduced to one lane about one mile north of Highway 60 west. Work is scheduled to take place today from 6:30 am to 5 pm.

CARTER COUNTY ROAD TO BE CLOSED OVER THE NEXT WEEK FOR PIPE REPLACEMENT

Crews will be closing a Carter County road over the next week to replace a pipe beneath the roadway.

Highway 21 in Carter County will be closed from 10 pm to 6 am daily through Tuesday, September 10th for the replacement. The highway will be closed from Route K to Route B.

INTERSTATE 55 REPAIRS SCHEDULED FOR THIS WEEK IN SCOTT COUNTY

Southbound Interstate 55 in Scott County will be reduced to one lane this week so Missouri Department of Transportation crews can perform bridge repairs.

The bridge to be repaired is located is located over Highway 62 at Miner.

HAYTI MAN KILLED IN SINGLE VEHICLE WRECK

A single vehicle wreck in Pemiscot County has claimed the life of a Hayti man.

56 year old John L. Williams was ejected from his vehicle after running off a county road and overturning last night. Williams was pronounced dead at the scene.

A passenger in the vehicle suffered minor injuries. According to the Highway Patrol, Williams was not wearing a safety device.

TEEN ARRESTED IN DEATH OF 11 YEAR OLD GIRL

An arrest has been made in the death of 11 year old Jessica Williams.

17 year old Christopher Sowell, of Gosnell, was arrested Wednesday night and is facing a charge of 1st degree murder.

Sowell reportedly admitted to killing Williams to authorities.

FIVE INJURED IN THREE VEHICLE WRECK

Five people were injured last night in a three vehicle wreck in Ripley County.

According to the Highway Patrol, the wreck occurred when a vehicle driven by 58 year old Thelma Nance of Naylor allegedly crossed the center line of Highway 142 and hit another vehicle head on. A third vehicle then hit Nance’s vehicle in the rear.

Nance and another driver, 27 year old Amber Winters, of Oxly, suffered serious injuries. Three passengers in Winter’s vehicle were injured, as well.

PARENTS WARNED OF SUSPICIOUS VEHICLE IN PARAGOULD AREA

Paragould authorities are warning area parents to be on the lookout for a suspicious vehicle.

On Thursday, Greene County Tech School Resource Officer Tony Harris notified the police department about a gray van with a red stripe that had stopped at a residence on Carriage Hills Drive while the children were waiting to catch the bus.

The children at the residence went into the house when the van pulled into their driveway. One child told school officials that it looked like the man driving was going to get out of the van, but backed up and drove away when the children went into the house.

The child told the school that the van was still in the area when she was on the bus. Paragould police want parents to speak with their children and advise them of what to do if a similar incident occurs. Parents are also advised to watch for any strange activity while their children are outside.

GRANT AWARDED TO POPLAR BLUFF MUNICIPAL LIBRARY

The Poplar Bluff Municipal Library district will be getting some new hardware thanks to a technology grant.

According to Secretary of State Jason Kander, the Poplar Bluff Municipal Library district has been approved for a grant for just under $13,000 to replace eleven outdated laptops in its computer lab.

The grant is funded by the Library Services and Technology act through the U.S. Institute of Museum and Library Services.

The keynote speaker will be Liz Murray, an inspiration speaker who is known for being accepted into Harvard University despite being homeless in high school.

LAND DONATED FOR NEW THREE RIVERS ENTRANCE

Three acres have been donated for a new main entrance to Three Rivers College.

The college officially accepted the donation from Dr. Richard Camp Wednesday night at a Board of Trustees meeting.

The land will be used for a road connecting the college’s Poplar Bluff Campus to Shelby Road. The road will be built in partnership with the City of Poplar Bluff with funds from the Poplar Bluff Regional Transportation District.

Construction on the project is expected to begin in December, with completion anticipated by next summer.

LAWSUIT FILED OVER COURT FEES

Officials of several local governments in Missouri have filed a lawsuit over a court fee that goes into a retirement fund for sheriffs.

Missouri lawmakers created the retirement fund and the $3 surcharge in 1983. The lawsuit states that municipal courts were told this summer that they, too, would have to begin levying the surcharge.

The lawsuit asserts that applying the surcharge to municipal courts violates portions of the Missouri Constitution on access to courts and unfunded mandates.

TIPS TO STAY SAFE ON THE WATER THIS WEEKEND

Labor Day weekend has arrived and the Army Corps of Engineers is urging everyone to stay safe on the water.

According to the Corps of Engineers, nearly 90 percent of drownings at Corps managed lakes this year could have been prevented if the victim had been wearing a life jacket.

Life Jackets Loaner Stations are available at Wappapello Lake and Clearwater Lake. The Corps is also recommending people avoid alcohol while on the water.

SPECIAL SESSION WANTED TO DISCUSS TAX CUT VETO

The lead sponsor of a Missouri income tax cut wants Governor Jay Nixon to call a special session so lawmakers can address some of the governor's concerns about the bill.

Republican House member T. J. Berry said Thursday that he wants Nixon to call a special session to run concurrently with the veto session scheduled to start September 11th.

Nixon vetoed 29 bills this year, including Berry's bill cutting income taxes. Republican legislative leaders hope to override the veto.

Berry says a special session would allow lawmakers to pass a new tax cut measure fixing three of the concerns cited by Nixon. Berry says lawmakers could clarify that none of the tax cuts apply retroactively and remove sections imposing state sales taxes on prescription drugs and textbooks.

DEXTER MAN ACCUSED OF EXPOSING POTENTIALLY OVER 300 PEOPLE TO HIV

A Dexter man is in custody after allegedly exposing at least 300 people to HIV.

According to Stoddard County Prosecuting Attorney Russell Oliver, David Mangum has been charged with recklessly exposing another individual to HIV.

Oliver says that this is a serious concern due to the initial exposure group containing 300 or more individuals over an extended period of time, each of which could have had multiple sexual partners as well.

According to the Probable Cause affidavit, 50 to 60 of those individuals exposed to HIV reside in the immediate area of Stoddard County, however many of the potential victims have not been identified.

The official complaint says that Mangum admitted to authorities that he never disclosed he had HIV to any of his sexual partners in Stoddard County.

Oliver says that anyone who has participated in any sex act with an unknown male who they met via “Craigslist- Men seeking Men” should take immediate precautions, cease all sexual activity, go to your local health department and get tested.

Anyone who believes they or their partners could be infected should get tested as well.

11 YEAR OLD GIRL FOUND DEAD IN NORTHEAST ARKANSAS

Authorities in Northeast Arkansas have found the body of a girl who was reported missing Tuesday night.

11 year old Jessica Williams, of Gosnell, was found dead at around 6:30 am Wednesday in Mississippi County, Arkansas. She had been reported missing Tuesday night at around 9 pm.

The body was reportedly discovered in a floodway ditch near Big Lake. An investigation into the death is ongoing.

DONIPHAN MAN ARRESTED ON SEXUAL MISCONDUCT CHARGE

A Doniphan man was taken into custody yesterday afternoon on multiple sex related charges.

65 year old Bob W. Christian was arrested shortly after 2 pm yesterday in Ripley County.

According to the Highway Patrol, Christian is facing charges of forcible sodomy, first degree sexual misconduct, and third degree elder abuse. More details about the arrest were not released.

DRUG ARREST MADE IN MISSISSIPPI COUNTY

A drug arrest was made yesterday afternoon in Mississippi County.

29 year old Jeffrey C. Riley, of Charleston, was arrested on felony charges of possession of a controlled substance, prescription medication; possession of a controlled substance, methamphetamine; and unlawful use of drug paraphernalia, according to the Highway Patrol.

EAST PRAIRIE WOMAN FACING METH CHARGE

An East Prairie woman is facing drug charges following her arrest in Mississippi County.

According to the Missouri State Highway Patrol, 24 year old Stephanie M. Shoffner was arrested on felony charges of possession of a controlled substance, methamphetamine; possession of a controlled substance, prescription medication; and unlawful use of drug paraphernalia.

GROUND BROKEN ON NEW CLUBHOUSE FOR THREE RIVERS SOFTBALL TEAM

Construction has officially started on a new clubhouse facility for the Three Rivers Softball team.

The new 4,280-square-foot clubhouse will contain practice facilities, a locker room and training area, coaches’ offices and a social area for athletes.

The new building is the second in a series of planned upgrades to the Poplar Bluff Campus, which began with the renovation of the Academic Resource Commons building which was completed in early August.

DRAINAGE REPAIRS TODAY IN BUTLER COUNTY

Highway 53 in Butler County will be reduced to one lane today so Missouri Department of Transportation crews can perform drainage repairs.

The section of roadway to be reduced is located between Route N and County Road 215.

Weather permitting, work will performed today, as well as Tuesday, September 3rd, from 7:30 am to 3:30 pm each day.

STATE TREASURER SEARCHING FOR OWNERS OF ABANDONED MILITARY MEDALS

The Missouri state treasurer hopes some online assistance will help his office track down the rightful owners or family heirs of more than 120 abandoned military medals.

Treasurer Clint Zweifel was in St. Louis Wednesday morning to promote a new state law that allows him to publicly share the names, last known addresses and other identifying information of possible medal owners. The unclaimed property includes three Purple Heart medals, 1 of the highest military honors.

CELLPHONE TOWER REGULATION BLOCKED BY MISSOURI COURT

A Missouri judge has temporarily blocked a pair of new state laws that would have limited the ability of governments to regulate cellphone towers.

Cole County Circuit Judge Pat Joyce issued a preliminary injunction dated Tuesday barring the laws from taking effect as scheduled on Wednesday.

At issue are bills imposing a wide-ranging list of things that cities, counties and the state cannot do when regulating cellphone towers.

Joyce wrote in a brief order that the bills appear to violate multiple sections of the Missouri Constitution.

GOVERNOR NIXON PROMOTING MISSOURI WORKS

Governor Jay Nixon is promoting a new law that reshapes Missouri's business incentives.

A law that went into effect Wednesday consolidates four existing incentives into a new program dubbed "Missouri Works." It offers tax breaks to businesses that add a certain number of jobs meeting minimum requirements for wages and health benefits.

In some cases, it will be easier for businesses to qualify for aid. But the new program also gives greater discretion to the Department of Economic Development to determine how much money to give businesses.

TEEN FACING RAPE CHARGE IN NORTHEAST ARKANSAS

A teenager from Cave City, Arkansas, has been accused of raping a 14 year old girl.

According to the Izzard County Sheriff’s Department, 19 year old Phillip Kyle Bunch was charged Tuesday with rape.

Bunch was arrested on Saturday after the victim was reportedly able to get away from him and call 911. His bond was set at $100,000.

MAN CHARGED WITH MANSLAUGHTER IN CONNECTION TO APRIL FATAL WRECK

Manslaughter charges have been filed against a Jackson man in connection to a fatal wreck earlier this year.

According to Missouri Case Net, 34 year old Bobby Joe Abernathie, of Jackson, is facing charges of first degree involuntary manslaughter and second degree assault.

Abernathie was involved in a wreck in April that resulted in the death of 17 year old Amelia H. Fisher, of Glenallen. According to the Highway Patrol, Fisher was a passenger in a vehicle which was hit by a vehicle driven by Abernathie.

A blood sample from Abernathie reportedly showed that he had methamphetamine and marijuana in his system.

SENTENCE HANDED DOWN IN DONIPHAN WOMAN’S MURDER CASE

A sentence has been issued to a Doniphan woman on a murder charge.

Chantale Youngblood was sentenced to 20 years for one count of second degree murder according to Missouri Case Net.

She had pled guilty to the charge as well as three other counts of second degree murder in July; however the sentence was only for one of the four counts.

Youngblood had been charged in connection to the murders of four people in 2010.

MAN SENTENCED TO 51 MONTHS ON BANK ROBBERY CHARGE

An attempted bank robbery has turned into a prison sentence for a Mississippi man.

According to the Daily American Republic, on Monday, 46 year old Patrick E. Newman, of Blue Mountain, Mississippi, received a sentence of 51 months in federal prison for one count of bank robbery.

Newman had allegedly been a part of an attempted robbery of a Doniphan bank last year.

CAUTION URGED FOR DRIVERS DURING 61 MILE YARD SALE

With Labor Day weekend comes the 61 mile year sale, but the Missouri Department of Transportation wants to remind motorists to be cautious.

The yard sale spans from Bloomsdale to Jackson along Highway 61and MoDot is warning that there will be increased traffic and congestion along the highway. Message boards will be in place along the route to alert drivers of the unusual traffic patterns and to promote safe driving.

GED APPLICATION DEADLINE UPCOMING
Anyone wanting to take their GED test for the first time needs to be sure and get their application in this week.

The deadline for first time takers of the GED exam to get their application postmarked is Sunday. Repeat test takers have until November 4th.

DISASTER DECLARATION SOUGHT FOR OVER 20 SOUTHERN MISSOURI COUNTIES

Governor Jay Nixon is asking the federal government to issue a major disaster declaration for 22 southern Missouri counties hit hard by this month's floods.

Nixon said Tuesday the costs of emergency response and repairs will be high.

The floods that resulted from nearly two weeks of heavy rain caused widespread damage across southern Missouri and left at least three people dead.

The governor is asking the federal government to clear the way for individual and public assistance in 14 counties, public assistance in four counties and individual assistance in four others.

MISSOURI ATTORNEY GENERAL ACCUSING WALGREENS OF OVERCHARGING CUSTOMERS

Missouri Attorney General Chris Koster is suing Walgreen Co., accusing the nation's largest pharmacy chain of overcharging customers and using deceptive advertising.

Koster says his office made undercover visits to stores in St. Louis, Kansas City, Springfield, Jefferson City and Osage Beach in June and July.

He says investigators found the stores often charged more at checkout than displays indicated. He says that of 205 products purchased, 43 had price discrepancies, ranging from a few cents to $15.

The suit seeks an injunction that would force Walgreen Co. to stop the alleged deceptive practices.

JONESBORO POLICE LOOKING FOR THREE HOME INVASION SUSPECTS

Police in Jonesboro, Arkansas are looking for three men who allegedly forced their way into a home, and then threatened the homeowner with a gun.

Authorities say they were called to a home in the 1500 block of West College Avenue just after midnight yesterday. When they arrived, the homeowner told them he had arrived home to find three black males in front of his home. One of them was at the door. The homeowner confronted the men, at which time one of the suspects threatened him and fired a handgun toward him.

A second witness, a friend of the homeowner, was in the home at the time. She told investigators that she had answered the door after hearing knocking and that the three men had pointed a gun at her and entered the house.

One of the suspects is described as 5’8” to 5’10” tall, about 200 pounds, wearing a dark colored hoodie.

NORTHEAST ARKANSAS MAN PLEADS GUILTY TO MURDER CHARGE

A guilty plea has been entered in a murder case in Northeast Arkansas.

According to Prosecuting Attorney Scott Ellington, Rashon Webb entered a guilty plea to first degree murder, two counts of aggravated robbery, and two counts of aggravated residential burglary. Webb was sentenced to 92 years in prison.

Webb had been arrested in connection to a set of home invasions last November which also included the murder of 92 year old Clinton Mason. A co-defendant in the case, Lavelle Branch-Griffin, will appear in court in September.

ARKANSAS MAN ARRESTED ON RAPE CHARGE

A Paragould man is facing a rape charge.

Authorities say 65 year old Richard Owens has been arrested on one count of rape. The charge stems from an alleged incident that involved a 13 year old female.

A call had reportedly been made to the child abuse hotline in July saying that the girl had been abused by an adult male.

THREE ARRESTED IN KENNETT

An operation in Kennett has resulted in the arrest of three people.

According to the Kennett Police Department, officers arrested 30 year old Keri Smart-Scheffer of Piggott, Arkansas for fraudulently obtaining a controlled substance. The woman had allegedly posed as an employee of a doctor’s office and called in a prescription for herself to a pharmacy in Kennett.

At the time of the arrest, two others, 31 year old Dusty Scheffler and 32 year old Carla Parrish-Scheffler, also of Piggott, were also arrested on outstanding warrants.

Both Carla and Dusty were later released to seek medical attention for what is now believed to be faked medical conditions. The two reportedly fled from the hospital where they were taken for treatment and led police on a lengthy foot chase before being apprehended.

POPLAR BLUFF MAN ARRESTED FOR ALLEGED POSSESSION OF XANAX

A Poplar Bluff man is facing drug charges following his arrest Monday evening.

According to the Highway Patrol, 26 year old Jacob H. Heitmeyer was arrested in Butler County at around 7 pm Monday night.

Heitmeyer is facing a felony charge of possession of a controlled substance, Xanax.

DEXTER MAN FACING METH AND FLEEING CHARGES

A Dexter man was taken into custody Sunday on numerous charges, including possession of methamphetamine.

According to the Missouri State Highway Patrol, 22 year old Michael A. Phipps is facing felony charges of resisting arrest by fleeing; possession of a controlled substance, methamphetamine; and unlawful use of drug paraphernalia; in addition to many other lesser charges.

Phipps was arrested shortly before 8 pm in Stoddard County.

CAR DISCOVERED IN MISSISSIPPI RIVER

Authorities in New Madrid County have discovered a car in the Mississippi River.

According to KFVS, the car did not belong to 83 year old Barbara Stoffer, who has been missing since last week. Crews were investigating “something of interest” in connection to the case when they found the car.

No information was available on who the vehicle belonged to or how it got in the river.

HEAT WAVE ON THE WAY

Much of Southeast Missouri is in line for a heat wave later this week.

According to the National Weather Service, a large dome of high pressure over the plains states is bringing a possible significant and extended heat spell to the area.

This weekend we could see heat index values in the 100 to 105 degree range. The hot and humid afternoons will likely continue into next week.

PAVEMENT REPAIRS SCHEDULED FOR INTERSTATE 55

North and southbound Interstate 55 in Pemiscot County will be reduced today and tomorrow as Missouri Department of Transportation crews perform pavement repairs.

The repairs will be located between mile markers 6.8 and 12.

Weather permitting, work will take place both today and tomorrow from 6 am to 7 pm each day.

NEW LAW TO ALLOW VEHICLE INSURANCE INFORMATION TO BE HELD ELECTRONICALLY

A new law going into effect tomorrow will allow motorists to carry their proof of insurance on their cell phones.

HB 322 will allow proof of insurance for motor vehicles to be produced on a cellular phone or any other type of portable electronic device.

Police officers, commercial vehicle enforcement officers, and commercial vehicle inspectors are immune from liability for any damage to a mobile electronic device when it is presented as proof of financial responsibility, except for damages willfully or maliciously caused by the officer or inspector.

PUXICO MAN DIES IN SINGLE VEHICLE WRECK

A single vehicle wreck in Stoddard county Friday morning claimed the life of a Puxico man.

51 year old Jackie Conner was pronounced dead at the scene of the wreck near Route J and Highway 51 in Stoddard County. According to the Missouri State Highway Patrol, Conner was not wearing a safety device when he ran off of the road and overturned.

ONE KILLED, ANOTHER INJURED IN UTV WRECK NEAR EMINENCE

Two people were involved in a wreck early Sunday morning in Shannon County.

According to the Highway Patrol, 29 year old Leslie A. Fry, of Rolla, was killed after the Artic Cat UTV she was driving ran off the road, overturned, and ejected both her and her passenger.

Her passenger, 29 year old James Rowden, of Hillsboro, suffered moderate injuries.

MAN KILLED AFTER BEING HIT BY VEHICLE

A 39 year old man has been struck and killed while walking along the shoulder of U.S. Highway 67 in St. Francois County.

The Missouri State Highway Patrol identified the victim as Brian N. Johnson of Farmington. He was pronounced dead after a car hit him Friday night.

MAN FOUND GUILTY OF ASSAULT AND CHILD ABUSE CHARGES

A Wyatt man has been found guilty of assault and child abuse charges.

27 year old Jeff Hemphill was facing charges in connection to incidents in 2011 involving his three month old daughter. The girl reportedly had multiple fractures on her ribs along with a fractured femur.

ADVANCE WOMAN ARRESTED FOR POSSESSION OF HYDROCODONE

An Advance woman was arrested Friday evening on a drug charge.

According to the Missouri State Highway Patrol, 39 year old Christi L. Pikey was arrested on a felony charge of possession of a controlled substance, hydrocodone.

Other charges include possession of drug paraphernalia and failure to drive on the right half of the roadway.

DEXTER MAN FACING METH CHARGES

A Dexter man is facing charges following his arrest early Saturday morning by the Missouri State Highway Patrol.

According to authorities, 49 year old David A. Burnett has been charged with felony possession of a controlled substance, methamphetamine and unlawful use of drug paraphernalia.

Burnett was arrested at around 1:30 Saturday morning in Stoddard County.

MOSCOW BALLET AND EAGLES TRIBUTE BAND INCLUDED IN NEW PATRONS OF THE ARTS SEASON

An Eagles tribute band, a bluegrass duo, and the return of the Moscow ballet highlights the new Patrons of the Arts season.

Three Rivers College has announced the schedule for this season, which will begin on October 6th with dance ensemble Gypsy Romance. October 28th will see bluegrass superstars Dailey & Vincent return to the Tinnin Center and December 3rd will feature an evening of holiday music with Christmas Around the World.

More shows are on the schedule for 2014, including an Eagles tribute band and the Moscow Ballet, among others.

PAVEMENT REPAIRS TO TAKE PLACE TODAY ON HIGHWAY 60

Crews with the Missouri Department of Transportation will be in Butler County today for pavement repairs on Highway 60.

Westbound Highway 60 will be reduced to one lane today between County Road 565 and Route T. Work will take place today from 7 am to 5 pm.

RAMP FROM HIGHWAY 67 TO EASTBOUND HIGHWAY 60 IN BUTLER COUNTY TO BE CLOSED TODAY

The ramp to eastbound US Highway 60 from US Highway 67 in Butler County will be closed today so Missouri Department of Transportation crews can perform pavement repairs.

Work is scheduled to take place from 6:30 am to 5 pm.

GUN LAW SET TO GO INTO EFFECT THIS WEEK

A new gun related law in Missouri goes into effect this week.

SB 75 allows schools to provide the Eddie Eagle Gunsafe program to first grade students. The law also states that any records of ownership of a firearm, and other specific records, are not open records and will not be open to inspection, except by court order.

Concealed carry permits will no longer be handled by the Department of Revenue. Local Sheriffs will be issuing the permits.

Beginning January 1st, every sheriff must maintain, house, and issue concealed carry permits. More information about SB75 is available at the Missouri State Highway Patrol website.

GROUP ATTEMPTING TO OVERTURN IMPLEMENTATION OF INITIATIVE ON RENEWABLE ENERGY

An environmental group is heading to court in another attempt to overturn the way Missouri officials have implemented a 2008 ballot initiative about renewable energy.

The initiative requires investor-owned utilities to tap renewable energy sources for at least 5 percent of their electricity by 2014, with that amount gradually rising to 15 percent by 2021.

In 2011, the Legislature blocked part of an administrative rule that would have required the electricity from renewable energy sources to be produced or sold in Missouri. The result is that utilities have been able to purchase credits for renewable energy produced by others.

A lawsuit filed this past week on behalf of the Missouri Coalition for the Environment challenges the legal basis for the Legislature's action.

MAN ARRESTED IN CONNECTION TO 20 YEAR OLD RAPE CASE

An Arkansas man has been arrested in connection to a two decade old rape case.

According to Arkansas Attorney General Dustin McDaniel, 61 year old Johnny D. Carte, of Evansville, was arrested on one count of rape. The charge stems from a warrant issued in Izard County.

Carte had previously been arrested in Washington County on 30 counts of distributing, possessing, or viewing matter depicting sexually explicit conduct involving a child and, later, on two counts of sexual indecency with a child. His bond was set at $100,000 for the rape charge.

MAN PLEADS GUILTY TO DEVIATE SEXUAL ASSAULT

An area man has reportedly pled guilty to deviate sexual assault.

56 year old David Barberis entered the plea Thursday.

According to Scott County Sheriff Rick Walter, the Chaffee Nursing Home contacted his office in February, reporting that Barberis had conducted himself in an inappropriate manner while visiting several female residents.

An investigation revealed that the nursing staff became suspicious of Barberis when he entered rooms of some of the female residents and closed the door behind him. Walter said a member of the nursing staff entered one of rooms and caught Barberis acting inappropriately with the female resident.

KENNETT POLICE LOOKING FOR ROBBERY SUSPECT

Police in Kennett are looking for a man who grabbed money from a business’ cash register and ran.

Authorities say the incident happened shortly before 1 pm yesterday at Huck’s Food and Fuel in Kennett. An employee told officers the man was tall and stocky, wearing a gray shirt, gray pants and a black bandana, and that he fled in a late model gray Buick with a blue rag top.

TWO TAKEN INTO CUSTODY FOR ALLEGED ILLEGAL GAMING

Two people have been taken into custody in connection to an alleged illegal gaming operation.

According to KAIT, John Ward and Michelle Ward were arrested after authorities reportedly busted a gaming operation at a business in Walnut Ridge that was owned by John Ward. Michelle Ward was an employee at the business.

KENNETT MAN ARRESTED WHEN POLICE FIND STOLEN ITEMS IN HOME

A Kennett man has been arrested after authorities conducted a search of his home and located drugs and stolen items.

Authorities say Thomas Lee Simmons was taken into custody just before 11 pm last night. Police say that during a search of Simmons’ residence, they discovered several items that had been recently reported stolen and items they believe were taken during previous burglaries, as well as marijuana and marijuana plants.

Simmons faces several burglary and drug charges.

THREE RESCUED AFTER GETTING STRANDED ON MISSISSIPPI RIVER

Three people had to be rescued by Cape Girardeau authorities after reportedly getting stranded on the Mississippi river.

According to authorities, two people were recovered from a boat that had gotten stuck on a sandbar. A third person was recovered who was floating down the river.

OZARK SCENIC RIVERWAYS REVERSES DECISION ON PERMIT REQUIREMENT TO USE RIVERWAYS FOR BAPTISMS

Missouri Congressman Jason Smith announced on Thursday the Park Service has reversed its decision and will no longer require permits for baptisms on Ozark National Forest Riverways.

Since 2006, the Park Service has required permits for riverway baptisms.

Smith was notified of the reversal in a letter from Ozark National Scenic Riverways Park Superintendent Bill Black.

TOUR DE BLUFF COMING UP ON SEPTEMBER 7TH

The Kiwanis Tour de Bluff bike ride is just over two weeks away.

The ride will feature different routes for children and adults. The kids’ routes will be located within Bacon and Hendrickson Parks, while the adult routes will run 15, 30, or 60 miles long, depending on the route. All routes will begin and end at Kiwani’s Bacon Park on Saturday, September 7th.

INCREASED FINES FOR TRAFFIC VIOLATIONS IN EMERGENCY ZONES STARTS NEXT WEEK

Beginning next week, moving violations and traffic offenses in active emergency zones are going to be met with harsher penalties.

According to the Missouri State Highway Patrol, HB 103 will go into effect on Wednesday. The bill defines an active emergency zone as an area that is visibly marked by emergency responders on or around a highway where an active emergency or incident removal is temporarily occurring.

Passing another vehicle while in an active emergency zone could lead to fines of up to $300. The penalty could be much higher if emergency responders are present at the time of the offense.

HOUSE SPEAKER TO ALLOW PUBLIC VOTE FOR HALL OF FAMOUS MISSOURIANS

Missouri House Speaker Tim Jones plans to allow the public to vote on whom to induct into the Hall of Famous Missourians.

The hall is a collection of bronze busts located in the Capitol and has traditionally honored people chosen by the House speaker.

Jones says he plans to accept nominations until September 13th and then prepare a Top 10 list of candidates that visitors to Capitol could vote upon. He says the public will get to pick two people to be inducted and Jones will select a third. Voting will run through October 13th.

The Hall of Famous Missourians includes the likes of Harry Truman, Mark Twain and Walt Disney.

AUTHORITIES SEARCHING FOR MISSING NEW MADRID WOMAN

Authorities are searching for a missing New Madrid woman.

83 year old Barbara Stoffer was last seen Tuesday at around 5 pm.
She is five foot, two inches tall with grey hair and weighs 120 pounds.

According to the New Madrid County Sheriff’s Department, Stoffer drives a 1997 green Volvo four door with a Missouri license plate of 078 RYW.

Anyone with information about Stoffer’s whereabouts is being asked to call the New Madrid County Sheriff’s Department at 573-748-2516.

SHOOTING INVESTIGATION UNDERWAY IN BLYTHEVILLE

Authorities in Blytheville are investigating a shooting that occurred Wednesday morning.

According to authorities, 41 year old John Bradford, of Blytheville, was found dead early Wednesday morning. He reportedly had several gunshot wounds.

Bradford was found in the area of 21st street and West Vine.

SECOND ARREST MADE IN ALLEGED MURDER OF SCOTT CITY WOMAN

Authorities in Scott County have made a second arrest in connection to the death of Cynthia Canoy.

According to Scott County Sheriff Rick Walter, 24 year old Tiffany R. Warner was arrested on a felony charge of tampering with physical evidence in a felony prosecution.

Warner is reportedly the girlfriend of Canoy’s son Neil Howland, who was arrested for the alleged murder earlier this week. The body of Cynthia Canoy was discovered August 7th in a burned vehicle.

TWO ARRESTED IN CONNECTION TO ALLEGED SEXUAL ASSAULT OF AUTISTIC TEENAGER

Two people have been taken into custody in connection to the alleged sexual assault of an autistic teenager from Cardwell.

David Lee Holder, of Arbryd, and Carrie Ann Wimberly of Kennett were the two people arrested.

According to the Daily Dunklin Democrat, Wimberly allegedly injected the 19 year old victim with meth before she was allegedly sexually assaulted by Holder.

Holder is facing two counts of forcible sodomy, while Wimberly is charged with distribution of a controlled substance and second degree vulnerable person abuse.

ROAD REPAIRS TODAY IN BUTLER COUNTY

Highway 53 in Butler County will be reduced to one lane so Missouri Department of Transportation crews can perform pavement repairs.

The section of roadway to be reduced is located between Eleventh Street and Fair Street.

Work is scheduled to take place Today from 7 am to 4:30 pm.

JUVENILE SEX OFFENDER LAW VETO LIKELY TO BE OVERTURNED

A Missouri bill removing the names of juvenile sex offenders from public registries could affect hundreds more people than originally estimated.

Governor Jay Nixon vetoed the bill earlier this summer and has been trying to discourage legislators from overriding that veto when they convene in September.

Nixon said Wednesday the legislation could remove the names of 870 people who had committed sex offenses as juveniles from public notification websites. That figure is more than 50 percent higher than Nixon originally estimated last month.

The Democratic governor says the bill would "help violent sex offenders hide from the public."

Republican legislative leaders have said a veto override is likely. Some supporters say the youths deserve a second chance.

MISSOURI STUDENTS HAVE MIXED RESULTS FROM STANDARDIZED TESTS

Missouri students showed mixed results on the most recent standardized achievement tests.

Statewide data from the Department of Elementary and Secondary Education show the percentage of students scoring proficient or advanced in math declined in 2013, but remained steady in communication arts and improved in science.

The Missouri Assessment Program tests are administered annually and are used as part of the state accreditation process for public schools.

VOTER ID RULES APPROVED BY ARKANSAS ELECTIONS BOARD

A state elections board has approved rules for enforcing a new Arkansas law requiring voters to show photo identification before casting a ballot.

The state Board of Election Commissioners on Wednesday approved the rules for the voter ID law legislators approved earlier this year.

The law requires voters to show a photo ID at the polls.

The rules closely mirror the law the Republican-controlled Legislature approved in April when it override Democratic Governor Mike Beebe's veto of the voter ID legislation. They're aimed at giving poll workers guidance on how to enforce the new requirements when they take effect next year.

The rules must be reviewed by a legislative panel.

FATAL WRECK IN MISSISSIPPI COUNTY

One person has died following a single vehicle wreck in Mississippi County.

According to the Missouri State Highway Patrol, 73 year old Glenda Manche of Charleston, was driving on a county road near East Prairie when she lost control of her vehicle, travelled off the roadway, and hit a tree.

The wreck occurred at around 11 am Tuesday morning.

SCOTT CITY MAN ARRESTED, ACCUSED OF KILLING MOTHER

A Scott City man has been arrested for the alleged killing of his mother.

According to authorities, 25 year old Neil Howland has been charged with first degree murder, tampering with evidence, abandonment of a corpse and knowingly burning.

The body of Cynthia Canoy was discovered August 7th in a burned vehicle.

Scott County Sheriff Rick Walter says Howland was identified as a person of interest early in the investigation, which was conducted by his department and the SEMO Major Case Squad. The investigation is still ongoing.

PLEA OFFER TURNED DOWN IN MURDER CASE

A southeast Missouri murder suspect has turned down a plea offer.

Steven Lee Williams of Cape Girardeau is charged with second-degree murder for a September 2012 shooting that killed 38-year-old Darcus Purl.

The Southeast Missourian reports that public defender Amy Commean told a judge Monday that Williams rejected a plea offer from Cape Girardeau County prosecutor Angel Woodruff.

Williams is accused of shooting Purl after an altercation.

AUTHORITIES SAY THAT FIRE IN JONESBORO WAS AN ARSON

Authorities are investigating a fire in Jonesboro that is believed to have been arson.

According to KAIT, a residence on Tony Drive that reportedly didn’t have gas or electricity caught fire Monday afternoon. The former tenants of the property had received eviction papers recently.

No injuries were reported due to the fire.

WORKSHOP ON ANTI-DISCRIMINATION LAWS COMING TO POPLAR BLUFF

A workshop is coming in September to help educate employers on anti-discrimination and equal opportunity laws.

According to the Greater Poplar Bluff Area Chamber of Commerce, the training workshop will be held from 10 am to noon on Tuesday, September 17th and will be free to chamber members.

The workshop will be at the Chamber of Commerce’s community room in Poplar Bluff.

The Arkansas Department of Workforce Services said Monday that the rate was the same in July 2012, though there are 1,700 fewer unemployed state residents than a year ago.

The agency says government employment fell by 13,900 jobs and was 1 of 6 major industry sectors that showed declines in the number of people working. Four sectors showed gains.

The drop in government employment was due to public schools and universities being on summer break.

POPLAR BLUFF LIBRARY AND SCHOOL DISTRICT PARTNERING TO PROVIDE WI-FI FOR STUDENTS

The Poplar Bluff School District has announced a partnership with the Poplar Bluff Public Library to provide internet for students.

The library and school will be providing a Wi-Fi hotspot so students can have free internet access in the evenings and on the weekends. The municipal library already offers a homework program through which the cost of printing photocopies is waived for students.

Following Labor Day, the library will be open on Sunday’s from 1 to 5 pm through Memorial Day.

MAN KILLED IN NORTHEAST ARKANSAS HOUSE FIRE

One man has died following a house fire in Franklin, Arkansas.

According to the Izard County Sheriff’s Department, 55 year old Russell Wade Owens was killed in the fire Friday night.

The fire appeared to have started in a front bedroom. No one else was in the home at the time. A cause for the fire has not been released.

SUSPECT ARRESTED IN CHARLESTON SHOOTING

Charleston Authorities have taken an area teen into custody in connection to a shooting last week.

Authorities arrested 19 year old Decarlos Clemons, of Charleston yesterday morning. According to Robert Hearnes, with the Charleston Department of Public Safety, Clemons is suspected of shooting Christopher Smith on August 13th.

Smith’s current condition has not been released, but last week he was listed in stable condition.

Clemons is facing charges of first degree assault and armed criminal action, with additional charges pending.

AUTHORITIES INVESTIGATING REPORTED CAPE GIRARDEAU SHOOTING

Authorities are investigating a reported shooting that happened in Cape Girardeau this morning.

According to a report by KFVS, the shooting was near a car wash at Middle and Themis streets at around 3:30 this morning.

One male was reportedly shot in the back in the incident. No arrests have been made at this time.

MORE COUNTERFEIT BILLS REPORTED IN NORTHEAST ARKANSAS

Authorities in Izard County, Arkansas say more counterfeit bills have been turned up in Melbourne.

According to Izard County Sheriff Tate Lawrence, a counterfeit $10, 20 and 100 bill have been presented for deposit recently at a Melbourne bank.

Sheriff Lawrence is encouraging everyone to examine their money when cashing a check or receiving bills as change to make sure they are not counterfeit.

AREA CHURCH TO HOST MENTAL HEALTH FIRST AID TRAINING

First Presbyterian Church in Poplar Bluff will be the site of a course this fall to help people recognize the symptoms of mental health problems.

Mental Health First Aid Training will be held on October 3rd from 8 am to 5 pm. Registration for the event is $40 and will include a workbook. The course is sponsored by the University of Missouri Extension and Southeast Missouri Behavioral Health.

SEMO READY TO OPEN NEW RESIDENCE HALL

Students will move into a new 262-bed residence hall on the northern end of the Southeast Missouri State University campus on Thursday.

Construction of the $24.5 million facility was completed this summer. It features a suite-style design consisting of 2 double-occupancy rooms connected by a shared entrance and bathroom. Plus, students with similar academic interests and career goals will be grouped on themed floods.

The Board of Regents approved $29 million in bonds in December 2011 to pay for the residence hall project, along with a new chiller and boiler plant needed to help absorb the load from the new facility.

HIGHWAY PATROL URGING MOTORISTS TO BE SAFE DURING THE UPCOMING HOLIDAY WEEKEND

With Labor Day less than two weeks away, the Missouri State Highway Patrol taking steps to help ensure that motorists stay safe.

The Highway Patrol will be participating in Operation C.A.R.E. over the Labor Day holiday weekend. All available officers will be patrolling Missouri’s roadways enforcing Missouri’s speed limit, seat belt, and alcohol laws, in addition to being available to assist motorists.

Troopers will also be participating in the 20 mile trooper project.

According to the Highway Patrol, last year seven people were killed and 413 injured in Missouri vehicle crashes over the Labor Day holiday.

MISSOURI UNEMPLOYMENT RATE BACK OVER SEVEN PERCENT

Missouri's unemployment rate is back above 7 percent for the first time in a year.

Figures released Monday by the federal Bureau of Labor Statistics show Missouri's seasonally adjusted unemployment rate was 7.1 percent in July. That was up two percentage points from the previous month.

That last time Missouri's unemployment was that high was in July 2012.

13 YEAR OLD CARAWAY BOY KILLED IN SINGLE VEHICLE WRECK

A Caraway teenager was killed yesterday in a motorcycle crash in Craighead County.

According to the Arkansas State Police, the thirteen year old boy was driving a motorcycle when he lost control and overturned. He was pronounced dead at an area hospital.

RAFTER DIES IN CARTER COUNTY

An Illinois man is dead following an incident Friday afternoon in Carter County.

52 year old Christopher M. Retzloff, of Harrisburg, Illinois, was reportedly on Current River when he was knocked off of his raft by a tree branch and drowned. He was later pronounced dead at an area funeral home.

TWO VEHICLE WRECK RESULTS IN FIVE INJURIES, ONE DEATH

A collision Sunday afternoon resulted in the death of one person, and injuries to five others.

The wreck occurred on Highway 25 in Dunklin County, around a half mile south of Holcomb. According to the Highway Patrol, 20 year old Stephanie D. Newsom, of Kennett, reportedly crossed the center line and hit another vehicle.

Newsom was killed in the collision. The driver and a passenger in the second vehicle suffered serious injuries, as did three children in Newsom’s vehicle.

LITTERING LEADS TO DRUG ARREST IN JONESBORO

A Jonesboro man’s littering has led to his arrest on drug charges.

Authorities say a Jonesboro officer pulled over a driver after witnessing him throwing a plastic bag of marijuana from his vehicle. A search of the driver, 26 year old Brashawn Torris Henry, of Jonesboro, and the vehicle revealed approximately two pounds of marijuana.

Henry has been charged with possession of a controlled substance with intent to deliver and littering.

MARIJUANA BY MAIL LEADS TO ARREST OF CHARLESTON WOMAN

A Charleston woman has been arrested after being accused of receiving 19 pounds of marijuana through the US Mail.

Authorities say 34 year old Pamela Foster has been charged with distribution of a controlled substance. Investigators say they were contacted early last week by the SEMO Drug Task Force about the shipment and that they then conducted a search of Foster’s home.

Two children in the home were turned over to the Division of Family Services.

PUXICO RESIDENT FACING DRUG CHARGES

A Puxico resident is facing drug charges.

According to the Missouri State Highway Patrol, 29 year old Tina S. Womack was taken into custody in Stoddard County at around 9:30 pm Saturday night.

Charges for Womack include driving while intoxicated, drugs; felony possession of a controlled substance, methamphetamine; and felony possession of drug paraphernalia.

TWO MISSISSIPPI MEN ARRESTED IN NEW MADRID COUNTY ON FELONY DRUG CHARGES

Two Mississippi men are facing felony charges following their arrest over the weekend in New Madrid County.

According to the Highway Patrol, 51 year old Dwayne E. Rodgers and 41 year old Dwan L. Jackson, both of Durant, Mississippi, were taken into custody shortly after 9 pm Sunday night.

Rodgers is reportedly facing felony possession of a controlled substance charges, along with felony possession with intent to distribute charges for heroin and cocaine.

Jackson has been charged with felony possession of a controlled substance and felony possession with intent to deliver, however a specific drug was not listed in the arrest report.

FIRE TRUCK DONATED TO THREE RIVERS COLLEGE

Three Rivers College has received a new training device courtesy of the Butler County Fire Protection District.

The college’s fire science program has received a fire truck from the district. According to Jack Armor, Fire Training Coordinator at Three Rivers, the truck donation will greatly increase Three Rivers’ flexibility in performing firefighting training at all levels.

REPAIRS TODAY ON HIGHWAY 60 IN BUTLER COUNTY

Highway 60 in Butler County will be reduced to one lane today for pavement repairs.

Eastbound Highway 60 will be reduced from 7 am to 4:30 pm for the repairs. The work zone will be located between Route T and Route DD.

MODOT CREWS TO BE IN CARTER COUNTY THIS WEEK

Route P in Carter County will be reduced to one lane this week while Missouri Department of Transportation crews partially overlay the roadway.

The section of Route P to be reduced is located from US Highway 60 to the end of state maintenance.

Weather permitting, work will take place today through Thursday, from 7 am to 4:30 pm daily.

Online retailer Amazon is severing ties with its online associates in Missouri because of a new state sales tax law.

Amazon Associates are people who write blogs or product reviews and then link to Amazon.com. They collect commissions if people use their link to buy at Amazon.

The Kansas City Star reports that Amazon blames its decision to sever ties with its Missouri associates on a new Missouri law that takes effect this month subjecting those transactions to sales taxes. The retailer says it will no longer pay advertising fees for customers referred to an Amazon site after August 27th.

NAME RELEASED OF CHARLESTON SHOOTING VICTIM

Charleston authorities have released the name of a victim that was involved in a shooting Tuesday night.

According to Robert Hearnes with the Charleston Department of Public Safety, 20 year old Christopher Smith, of Charleston, was shot in the parking lot of Lincoln Park.

Hearnes says that police had received a call about a fight at the parking lot, and while officers were responding, a second call came in about shots being fired. Smith is listed in stable condition.

An investigation is ongoing. Anyone with information about the incident is being asked to contact Charleston Department of Public Safety at (573) 683-3737.

ARKANSAS WOMAN ACCUSED OF STEALING FROM HER EMPLOYER

A Northeast Arkansas woman has reportedly been accused of stealing from her employer.

According to KAIT, Jill Cagle, who formerly served as a clerk for the Randolph County District Court, has been charged with theft of property.

Cagle allegedly told authorities that she had taken money and used it to pay her rent and utilities. According to the report, auditors determined that Cagle had been taking cash that was intended for the Court Clerk’s office since late June.

TWO ARRESTED ON CONSPIRACY CHARGE

Two people were arrested last night in Wayne County on a meth related charge.

According to the Highway Patrol, 47 year old Beth A. Brown, of Van Buren, and 49 year old Jeffery W. Sanders, of Clubb, were taken into custody at around 9:30 pm.

They are each facing felony charges of conspiracy to commit to manufacture methamphetamine and endangering the welfare of a child.

GREENVILLE WOMAN ARRESTED ON METH WARRANT

A Greenville woman was taken into custody yesterday evening on a meth warrant out of Wayne County.

51 year old Kimberly K. Knight was reportedly arrested on felony warrants of possession of a controlled substance, methamphetamine; and unlawful use of drug paraphernalia, according to the Missouri State Highway Patrol.

SOUTHEAST MISSOURI INMATE DIES

A man sentenced to life in prison for a southern Missouri killing has died.

The Missouri Department of Corrections says 35-year-old Benny Volner died Wednesday at a hospital in Cape Girardeau, where he had been taken from the Southeast Correctional Center in Charleston.

An autopsy is planned to determine the cause of death.

Volner was convicted of first-degree murder, robbery and armed criminal action in 2010.

He was one of 4 people accused in the killing of a man whose body was found in 2008 in a water-filled quarry near Lebanon.

DORENA-HICKMAN FERRY REOPENS

A ferry that connects Missouri to Kentucky has reopened following repairs.

The Dorena-Hickman ferry had been closed due to ramp repairs. A post on the ferry’s Facebook page says that the ferry is again open for business.

GROUND BROKEN FOR THREE RIVERS EASTERN CAMPUS IN SIKESTON

Three Rivers College officials and many area leaders were on hand for the ground breaking of a new college campus yesterday.

The groundbreaking was for the College’s Eastern Campus in Sikeston, which will replace the current Center which had reached maximum capacity.

When completed, the Eastern Campus will have a capacity of 1,500 students, with expanded degree and transfer programs, along with state-of-the-art computer and science labs and other amenities.

Today is the final day to register for Fall Semester classes at Three Rivers. The Fall Semester will get underway on Monday. More information is available online at trcc.edu.

NEW HIGHWAY LAW GOES INTO EFFECT TODAY

In addition to changing lanes while approaching police cars, fire trucks and ambulances, Arkansas motorists will now have to slow down or try to go around tow trucks and utility company vehicles.

Legislators this year said motorists must exercise caution around vehicles with blue, red, yellow, white or green lights. The law takes effect today.

Highway Department Director Scott Bennett said his agency wanted to extend the law for highway workers but that it started hearing from utility companies and tow truck operators.

When possible, drivers will have to move into the farthest possible lane. Drivers must slow down if changing lanes isn't possible.

Violators can be fined up to $500 or sent to jail for 90 days. Community service or license suspensions can also be ordered.

IDENTITY RELEASED OF BODY FOUND IN BURNED VEHICLE

Authorities have released the identity of a woman whose body was found last week inside a burnt vehicle.

According to authorities, woman was identified as Cynthia Canoy, of Scott City. Canoy’s remains were discovered in a Scott County cornfield.

SHOOTING INVESTIGATION ONGOING IN CHARLESTON

Authorities in Charleston are investigating a shooting.

According to the Charleston Department of Public Safety, the shooting happened Tuesday night near Lincoln Park. Police are asking anyone who has information about the shooting to contact the Charleston DPS at 573-683-3737.

STEELE MAN FACING MULTIPLE DRUG CHARGES

A Steele man is facing multiple drug related charges following his arrest Wednesday morning.

32 year old Joseph L. Green is reportedly facing charges of possession of a controlled substance, methamphetamine; possession of marijuana; possession of prescription medication, hydrocodone; and possession of drug paraphernalia, among other charges.

According to the Highway Patrol, Green was taken into custody at around 12:30 am Wednesday in Pemiscot County.

CAPE GIRARDEAU MAN CHARGED WITH POSSESSION OF METH

A Cape Girardeau man spent part of Wednesday in custody on drug charges.

According to the Highway Patrol, 49 year old Richard D. Ozment is facing charges of driving while suspended, possession of marijuana and possession of methamphetamine. Ozment was reportedly arrested at around 12:16 Wednesday morning in Cape Girardeau County.

DORENA HICKMAN FERRY TEMPORARILY CLOSED

The ferry that connects Missouri and Kentucky has been temporarily closed.

The Dorena-Hickman ferry has been closed for ramp repairs. A post on the Ferry’s Facebook page says that they are expecting a part for the repairs to be delivered late this afternoon.

SEMO RECEIVES AWARD FOR ENTREPRENEURIAL DEVELOPMENT

Southeast Missouri State University has been approved for two federal awards for entrepreneurial development.

SEMO was chosen as one of the winners of the U.S. Economic Development Administration’s 2013 University Center Economic Development Program Competition and will receive almost $200,000.

SEMO has also been chosen to receive a $1 million loan to establish a revolving, low-interest fund for new and emerging businesses in southeast Missouri.

With school starting today in Poplar Bluff, the Poplar Bluff Police Department has released some tips for parents to make sure their kids are safe when home alone after school.

The Arkansas State Police has deployed 24 new low-profile vehicles that are designed to blend in with ordinary traffic.

The agency showed off the vehicles at headquarters early Wednesday.

The new cares are equipped the same as a conventional patrol car - but come in different colors, do not have the roof-mounted bar light and are marked only on the passenger side with the State Police star and blue stripe.

MORE DETAILS RELEASED IN SIDNEY RANDALL’S DEATH

An autopsy report says a 14-year-old Walnut Ridge girl found dead in the Black River died of blows to the head with a heavy object.

The report released by Arkansas State Police says Sidney Randall was hit more than once in head and that her DNA was found under the fingernails of her now-dead stepfather - John Cornell.

State Police Sergeant Scott Pillow told The Jonesboro Sun that all evidence points to Cornell as the killer.

Randall was last seen alive March 9th. Her mother awoke to find Randall and Cornell missing from their home. Cornell arrived shortly afterward and told his wife he would file a police report.

Cornell was found dead March 11th of a self-inflicted gunshot wound. Randall's body was found in the river May 18th.

TWO INDICTED ON FEDERAL CHILD ENTICEMENT CHARGES

Two people were indicted last week on federal child enticement charges.

According to United States Attorney Christopher Thyer, 21 year old Kenneth Wayne Thompson, of Bradford, and 19 year old Benjamin Cade Vardell, of Jonesboro, were each indicted by a federal grand jury on August 7th on one count of enticement of a minor to engage in criminal sexual conduct.

The two were reportedly arrested based on messages found on a runaway juvenile’s cell phone last December. Their trials were set for September 16th.

ARMED ROBBERY REPORTED IN NORTHEAST ARKANSAS

Jonesboro authorities are investigating an armed robbery.

According to KAIT, the 73 year old woman said that a man with a gun forced his way into her home on Forrest Hill Road and took phones and her purse before fleeing. The incident reportedly happened after 6 pm on Monday.

CHARLESTON MAN ARRESTED IN CONNECTION TO NUMEROUS VEHICLE BREAK-INS

Police in Charleston have arrested a man who is allegedly responsible for numerous vehicle break-ins in the area.

Authorities say 23 year old Kody Riley, of Charleston, was taken into custody last week. Investigators say that when they found Riley, he was in possession of several electronic items and a purse that they believe were stolen.

Riley is being charged as a prior and persistent offender.

THREE ARRESTED ON DRUG CHARGES IN BOLLINGER COUNTY

Three Marquand men were reportedly arrested on drug charges Monday night.

According to the Missouri State Highway Patrol, 60 year old Andrew J. Buesking, 38 year old Michael S. Buesking, and 40 year old Andrew J. Buesking were each arrested on charges including felony possession of chemicals with intent to manufacture a controlled substance.

The men were arrested shortly after 6 pm Monday in Bollinger County.

CONVICTION AFFIRMED OF VAN BUREN MAN ON DEATH ROW

The Missouri Supreme Court has affirmed the conviction of a southeast Missouri man who was sentenced to death for the ambush killing of a state trooper in 2005.

Lance Shockley of Van Buren was convicted of first-degree murder for killing Missouri State Highway Patrol Sergeant Carl Dewayne Graham Jr., who was shot in the back of the head just as he had returned home from work. Graham had been investigating Shockley for a fatal traffic accident.

Shockley has been on death row since 2009. His appeal cited a litany of alleged procedural errors at trial, claimed a juror was tainted and said the sentence didn't fit the crime. The Supreme Court disagreed in a unanimous ruling.

CAMPAIGN CONTRIBUTION LIMITS PROPOSAL CHALLENGED IN LAWSUIT

A retired Missouri investment executive who has given millions of dollars to campaigns has filed a lawsuit challenging a proposed ballot measure seeking to establish campaign contribution limits.

The Kansas City Star reported Tuesday that Rex Sinquefield argues in his lawsuit that contribution limits would infringe on constitutional rights to free speech and free association. The suit contends the proposed limits are so low that they inhibit effective advocacy, particularly as political campaigns become more costly.

The ballot measure is sponsored by the Missouri Roundtable for Life. It could go on the 2014 ballot if sufficient signatures are gathered from registered voters. It would cap donations at $2,600 for candidates for statewide office or the Legislature. Missouri repealed its limits on campaign contributions in 2008.

CAUSE OF DEATH RELEASED FOR WALNUT RIDGE TEENAGER

Arkansas authorities have released the cause of death for a Walnut Ridge teenager who went missing earlier this year.

According to authorities, Blunt force trauma to the head was the cause of death for 14 year old Sidney Randall. Randall’s body was found in Black River in May after she had gone missing in early March.

MAN SOUGHT IN CONNECTION TO BLYTHEVILLE MURDER ARRESTED IN INDIANA

A man who was being sought in connection to an alleged murder in Blytheville has been taken into custody.

Tevarius Tevon Green was reportedly arrested Monday in Indiana. Authorities had been searching for Green in connection to the alleged murder of 26 year old Charles Daniel Goodwin in July.

CAPE GIRARDEAU MAN PLEADS NOT GUILTY TO MURDER CHARGE

A Cape Girardeau man facing a murder charge has entered a plea.

48 year old George Joeseph pled not guilty Monday to charges of first degree murder and armed criminal action.

Joseph is charged with murdering his wife, 57 year old Mary Joseph, and his 18 year old son, Matthew Joseph, while they slept on May 30th.

SHOTS FIRED AT CAPE GIRARDEAU CONVENIENCE STORE

Authorities in Cape Girardeau are investigating after receiving a call about shots being fired at an area convenience store.

According to Sergeant Jason Selzer, there was a report of shots being fired at Rhodes convenience store on North Sprigg Street early Saturday morning. Employees said there was a fight in the parking lot among a group of subjects before the shots were fired.

One of the bullets appeared to have traveled into a home and hit a wall, however there were no reports of anyone being injured. Cape Girardeau Police are investigating the incident and are asking anyone with information to call 573-335-6621.

IRONTON WOMAN ARRESTED ON BURGLARY AND ASSAULT CHARGE

An Ironton woman was taken into custody Friday on charges of burglary and assault.

21 year old Christina Fudge was arrested on charges of first degree burglary, armed criminal action and first degree assault, according to the Jefferson County Sheriff’s Office.

Jefferson County Sherriff Oliver Boyer says that a man told Sheriff’s Deputies that he heard noises inside his residence and confronted a white female armed with a knife.

The son of the victim heard a scuffle and reportedly disarmed Fudge and held her down until deputies arrived.

The ribbon cutting for a new sports store in Poplar Bluff is being held on Friday.

Dunham’s Sports will be opening its Poplar Bluff location in Valley Plaza this Friday with a ceremony beginning at 9 am. The new store will offer a full line of traditional sporting goods and athletic equipment, as well as a wide variety of active and casual sports apparel and footwear.

DEPARTMENT OF CONSERVATION TO HOLD MEETING IN CAPE GIRARDEAU TO DISCUSS DEER

The Missouri Department of Conservation will be holding a public meeting in Cape Girardeau to discuss deer in Missouri.

The meeting will be held at the MDC Cape Girardeau Nature Center on September 18th from 6:30 pm to 8:30 pm.

MDC will host the meeting to provide information on Missouri deer and chronic wasting disease and to get comments about limiting the spread of the disease among captive and free-ranging deer.

HIGHWAY PATROL TO PARTICIPATE IN 20 MILE TROOPER PROJECT FOR LABOR DAY HOLIDAY

Troopers with the Missouri State Highway Patrol will be participating in a 20 mile trooper project for the Labor Day holiday weekend.

According to Captain George Ridens, on Friday, August 30th and Monday, September 2nd, there will be a trooper assigned to every 20 miles on Interstate 55 and 57 and other secondary roads.

The Patrol says that the objective of the project is to increase visibility and reduce traffic violations which may contribute to unsafe traveling conditions.

SIX YEAR OLD GIRL DROWNS IN REYNOLDS COUNTY

A six year old girl is dead after she reportedly got trapped while swimming in Reynolds County.

According to the Missouri State Highway Patrol, six year old Kira M. Dempsey, of O’Fallon, Missouri got trapped under a log while swimming Sunday afternoon in Black River.

She was taken by air to an Iron County Hospital where she was pronounced dead.

TWO KILLED IN SINGLE VEHICLE WRECK IN SCOTT COUNTY

A single vehicle wreck in Scott City has claimed the lives of two men.

According to the Missouri State Highway Patrol, 20 year old Wade Myers, of Cape Girardeau, was driving on Interstate 55 when he struck a guardrail at the Scott City overpass, travelled over the bridge railing and landed on Highway M.

Myers and his passenger, 23 year old Cody Myers, of Fenton, were pronounced dead by the Scott County Coroner.

ONE KILLED, ANOTHER SERIOUSLY INJURED IN NEW MADRID COUNTY WRECK

One man has died and a woman has serious injuries as a result of a wreck Saturday afternoon in New Madrid County.

According to the Highway Patrol, 54 year old Vanessa J. Landers, of New Madrid, was driving on Interstate 55 near Kewanee when she reportedly struck the back end of a Freightliner wrecker.

Landers suffered serious injuries; however her passenger, 61 year old Richard L. Hare, of New Madrid, was killed in the wreck.

AUTHORITIES INVESTIGATING ATER BODY FOUND IN VEHICLE

An investigation is ongoing in Scott County after a body was found in a burnt vehicle last week.

According to authorities, the remains of a woman were discovered Wednesday night in a burnt vehicle that was located in a cornfield. The identity of the body has not yet been released.

GREENVILLE WOMAN ARRESTED ON METH CHARGE

A Greenville woman is facing a drug charge following her arrest on Friday.

51 year old Kimberly K. Knight was reportedly arrested in Wayne County Friday afternoon. According to the Highway Patrol arrest report, Knight was arrested on charges of felony possession of a controlled substance, methamphetamine and unlawful use of drug paraphernalia.

THREE MEN FACING BURGLARY CHARGES

Three Poplar Bluff men are facing burglary charges.

According to Missouri Case Net, Lee A. Abraham, Brandon M. Chappell, and Lee A. Jones Jr. are reportedly facing felony charges of first degree burglary, theft or stealing of any firearm, and distributing or delivering not more than five grams of marijuana. The men were reportedly arrested following an incident last week.

A man has been arrested in Northeast Arkansas in connection to a vehicle theft last week.

According to KAIT, 30 year old Bryan Redden was arrested in connection to the theft of a vehicle on Thursday that reportedly had a 9 year old child in it. The child was found safe shortly after the vehicle was stolen.

SIKESTON MAN FACING CHARGE OF STEALING A MOTOR VEHICLE

A Sikeston man has been charged with stealing a motor vehicle.

According to the Highway Patrol, 41 year old Shane R. Ardrey was arrested shortly after 10 pm Sunday night in New Madrid County on a charge of stealing a motor vehicle. Further details about the arrest were not released.

BRIDGE DAMAGED IN CAPE GIRARDEAU COUNTY

An explosion appears to have been the cause of damage to a bridge in Cape Girardeau County.

According to authorities, a bridge on County Road 459 near Oak Ridge was the one damaged. Agents from Alcohol, Tobacco, Firearms, and Explosives, have been called in for the investigation.

HIGHWAY 51 REPAIRS TODAY IN BUTLER COUNTY

Highway 51 in Butler County will be reduced to one lane today so Missouri Department of Transportation crews can perform shoulder repairs.

The section of Highway 51 to be reduced is located between County Road 628 and County Road 632.

Weather permitting, work will performed today from 7:30 am to 4 pm.

RABID SKUNKS ON THE RISE IN MISSOURI

Missouri officials report a recent increase in the number of rabid skunks found in the state.

The St. Louis Post-Dispatch reports that the number of skunks testing positive for rabies in the Show-Me state has reached a 15-year high. New state data shows, however, that the risk to humans is still quite low.

State health authorities report finding rabies in 16 of 27 skunks tested in the first six months of this year. That compares to eight out of 27 skunks that positive during the first half of 2012.

The rabid skunk cases account for two-thirds of all rabies cases this year and appear to be concentrated in southeast Missouri.

THREE RIVERS NAMED AS ONE OF THE TOP 10 SAFEST COLLEGES IN MISSOURI

For the third year in a row, Three Rivers College has been named one of the safest colleges in the state.

State University.com has listed Three Rivers as one of the top ten safest colleges in Missouri. The website ranks the safety of colleges and universities in the United States, based on incidents of campus crime as reported by campus safety officials.

The president of Three Rivers College, Dr. Devin Stephenson, said in a release, “Protecting the safety of our students, faculty, staff, and visitors is of utmost importance.” He would also go on to say “The Campus Safety Department is doing an excellent job in leading our college safety and security initiatives.”

BENTON WOMAN ARRESTED ON DRUG CHARGE

A Benton woman has been taken into custody in connection to a narcotic investigation.

According to Scott County Sheriff Rick Walter, 53 year old Sharon Daniels is facing a felony charge of possession of a controlled substance with intent to distribute and a misdemeanor charge of unlawful use of drug paraphernalia.

Daniels was arrested after authorities reportedly found several bags containing methamphetamine, packaging materials, scales, pipes,
and over 60 grams of a cutting agent, along with a little over $1,200 in cash while executing a search warrant at her residence.

Her bond was set at $50,000 dollars.

CAMPGROUNDS IN CARTER AND RIPLEY COUNTY TO BE TEMPORARILY CLOSED

Several campgrounds have been temporarily closed in Southern Missouri due to flash flooding.

According to the USDA, Float Camp and Deer Leap Recreation Areas in Ripley County along with Watercress Recreation Area in Carter County are among the sites that have been closed.

BONDING EDUCATION PROGRAM FOR CONTRACTORS TO BE HELD IN POPLAR BLUFF

The US Department of Transportation is trying to increase the number of small businesses that are prepared to compete for, and enter into, transportation-related prime and sub-contracts at the local, state and federal levels.

To help with this, the Bonding Education Program workshop series is being brought to Poplar Bluff by the Small Business Transportation Resource Center. The workshop will be offered free of charge on August 21st and 22nd at the Holiday Inn on North Westwood Boulevard.

PROBATION OFFICER REPORTEDLY CHARGED WITH HAVING SEXUAL CONTACT WITH OFFENDER

A probation officer in Southeast Missouri is reportedly facing charges.

According to authorities, Frederick B. Tates, of Kennett, has reportedly been charged with felony sexual contact with an offender and acceding to corruption. Tates’ bond was set at $10,000.

HIGHWAY PATROL WARNING OF FLOODING DANGER

The Missouri State Highway Patrol is warning motorists to be cautious due to the recent flooding.

Colonel Ron Reploge is reminding everybody to never drive through fast-moving waters; as even a small amount of fast-moving water can sweep a slow-moving vehicle off the roadway. If your vehicle becomes stuck in rising water, get out quickly and move to higher ground.

The flooding can also cause problems for boaters. The Highway Patrol says flooded rivers and streams with moving currents present some of the most dangerous situations a boater can encounter.

Fast moving water can easily capsize or flip a boat, especially when combined with fixed objects such as trees and buildings. Boaters should avoid any operations in these swift flowing waters.

BRIDGE CONSTRUCTION TO FORCE NIGHTLY CLOSURES OF HIGHWAY 67

North and southbound Highway 67 in Butler County will be closed starting tonight so contractor crews can set bridge girders across the roadway at Oak Grove Road.

Work will be performed nightly through Saturday from 8 pm to 6 am, but weather permitting work could be completed on the first night.

The work zone will be marked with signs. Motorists are urged to use extreme caution while traveling near the area.

NATIONAL GUARD TO ASSIST WITH FLOODING RECOVERY EFFORTS

Governor Jay Nixon has ordered the Missouri National Guard to help with flooding in south-central Missouri.

The governor's office says in a release that 50 military policemen will help out in areas affected by recent flooding. Nixon declared a state of emergency Tuesday after heavy rains caused flash flooding and at least one death in the Waynesville area.

The Missouri Department of Transportation closed sections of Interstate 44 south of Rolla and U.S. 63 in Maries County after about 6 inches of rain fell Wednesday morning. Several homes were evacuated in the Phelps County town of Newburg.

Authorities say the search for a missing woman will resume when conditions allow. The woman is believed to be the mother of a 4-year-old boy swept out of a vehicle Tuesday near Waynesville.

RAINS CAUSING POSSIBLE FLOODING IN SOUTHERN MISSOURI

A wet August could get even wetter across much of Missouri in the coming days, raising new flooding concerns.

National Weather Service hydrologist Mark Fuchs says an unstable weather pattern is expected to continue for at least the next week or so, potentially causing more rivers and creeks to rise above their banks.

Downpours Monday night and Tuesday morning caused flash flooding in south-central Missouri, hitting hardest in Waynesville. Much of southern Missouri is under flood or flash flood watches or warnings.

Even larger rivers could spike, including the Missouri. Fuchs says the Missouri River could rise as much as 15 feet in parts of central and eastern Missouri, though because it is currently low, it isn't expected to rise above flood stage.

GOVERNOR NIXON DISCUSES SALES TAX VETO DURING STOP IN POPLAR BLUFF

Missouri Governor Jay Nixon was in Poplar Bluff to discuss his recent veto of a bill which would eliminate a sales tax exemption on prescription drugs.

During a stop at Key Drugs, Nixon said that House Bill 253 would result in an additional estimated tax of $200 million dollars a year on prescription medication. Nixon vetoed the bill in June.

Missouri law has exempted prescription drug costs and co-pays from state sales taxes since 1979.

SIKESTON FARM AWARDED $24,000 GRANT

A Sikeston farm will be receiving $24,000 dollars in grant money according to the Missouri Department of Agriculture.

The funding will go to Heckemeyer Farms, of Sikeston, to assist them in the growing of their sweet sorghum business.

The money was awarded by The Missouri Agricultural and Small Business Development Authority as a part of the Missouri Value-Added Grant Program, which provides grants for projects that advance the development of Missouri agricultural products while aiding the economy of a rural community.

NEW MADRID FLOODWAY PROJECT MOVING FORWARD

A long-delayed project to close a huge levee gap and improve drainage in southeast Missouri is moving forward.

The Army Corps of Engineers on Tuesday announced plans for public meetings to discuss a proposed environmental impact statement for the St. Johns Bayou and New Madrid Floodway project. Meetings will be held August 27th in East Prairie, and August 28th in Cairo, Illinois.

The levee holds back the Mississippi River from agricultural land in the Bootheel, but it has a 1,500-foot gap.

A $100 million project that also includes drainage improvements in Charleston, East Prairie and Sikeston was given the go-ahead in 2006 but halted a year later over concerns raised by environmentalists. A federal judge agreed to put the project on hold.

STEELE TEENAGER FACING ROBBERY CHARGES

A Steele teenager is facing robbery charges following an incident earlier this month.

According to Missouri Case Net, 19 year old Marquel Lawless has been charged with felony first degree robbery. The charge stems from an incident on August 1st. Lawless was arraigned on Monday and had his bond set at $100,000.

His next hearing was scheduled for Monday, September 16th.

MAN ACCUSED OF VIDEO TAPING WOMEN IN OFFICE BATHROOM

A man is facing felony charges after allegedly videotaping women in an office bathroom.

According to the Southeast Missourian, 52 year old Frank F. Fuchs, from Cedar Hills, was arrested by the Cape Girardeau Police Department after he was reportedly found inside a women’s bathroom at an area office complex with a video-recording device.

Police reportedly later found the camera to contain multiple clips of females in a restroom. Fuchs has been charged with invasion of privacy.

MEETING TO BE HELD TO DISCUSS UPCOMING RAIL CROSSING IMPROVEMENTS

A state commission is taking comments on a proposal to improve rail crossings in four Southeast Missouri counties.

The Missouri Highways and Transportation Commission is considering a proposal to improve existing railroad crossings in Perry, New Madrid, Scott and Pemiscot Counties. More information about the improvement proposal is available online at MoDot.org.

Comments can be submitted through September 7th.

PARAGOULD POLICE TO PARTICIPATE IN CRACKDOWN ON DRUNK DRIVERS

Paragould Police will be participating in a drunken driving crackdown beginning later this month.

The “Drive Sober or Get Pulled Over” campaign will run from August 16th to Labor Day on September 2nd. According to Paragould Police, in 2011, there were 9,878 fatalities on America's highways in which drunk drivers or motorcycle riders were involved.

CHANGES GOING INTO EFFECT FOR CDL TESTING

Changes for commercial driver’s license testing are set to go into effect later this month.

According to the Missouri State Highway Patrol, currently drivers applying for a commercial vehicle driver’s license are required to pass a written test and then pass a skills test to obtain the appropriate class of license. Under current law the skills test can be taken on the same day the permit is received.

However, beginning on August 28th, after passing the required written tests, commercial drivers must obtain a permit, and maintain the permit for 14 calendar days before they will be allowed to take the skills test, which includes the pre-trip, basic, and road tests.
